ESSENTIAL FUNCTIONS:
An individual in this role must be able to perform the following functions with or without reasonable accommodation:
- Assists the Executive Director in the supervision, development, implementation, and maintenance of district sites-based transportation service programs.
- Assists the Executive Director in developing and maintaining district transportation services policies and procedures.
- Participate in bargaining unit negotiation for transportation.
- Improve the operational systems, processes, and policies in support of the transportation department and the district.
- Conduct semi-annual audits of the safety and mechanical departments to ensure alignment to state guidelines and compliance.
- Build upon budget execution to develop tools and process (i.e., district safety/training standards, driver hiring/retention, preventive maintenance standards, guides/checklists, etc.) to drive results and produce successful replication of processes.
- Maintain all third party logistics contracts, including annual renewals, and any changes associated with operational changes.
- Drive operational excellence through key performance indicators (for fuel, lubricant, and parts) that hold providers accountable for improved performance.
- Provides support for future transportation and network changes, system installations, new product launches, product/system transitions, and route acquisitions.
- Implementation of AOP tactics and performance metrics in repair and maintenance, labor, fuel, parts, sustainability, and other strategic solutions in support of APS transportation key initiatives.
- Driving fuel usage improvement programs.
- Research and implement lubricant and fueling systems at new site locations.
- Developing initiatives within white fleet and bus fleet that spearhead the APS sustainability strategies and goals.
- Lead all facets of APS transportation program to grow and advocate for electric vehicle adoption, implementation, and operation.
- Develop a professional relationship with EV infrastructure with possible site hosts. Team with construction/facilities and capital fiscal to implement possible site hosts.
- Coordinate with the regulatory department to support future EV related charging tariffs or time of use tariff filings by providing data analysis and metrics demonstrating the grid benefits of EV charging.
- In conjunction with the Transportation Electrification Plan ("TEP") on a tri-annual basis, ensure compliance with the approved filing, and facilitate engagement meetings.
- Attend industry events to engage with vendors to further knowledge of electrification opportunities and challenges.
- Provides budget recommendations for fleet operations and transportation.
- Deals with authorized dealers, contractors, vendors to secure equipment and vehicles.
- Develops long range plans to eliminate and purchase equipment and vehicles/buses for the fleet.
- Determines staffing levels at each transportation site based on populations and other factors.
- Supervises and evaluates transportation mechanical center personnel; completes documentation and progressive discipline write-ups as required in conjunction with TMC staffing consultant/location manager.
- Develops and implements a preventative maintenance program for the entire fleet.

- Design and carry out surveys and analyses survey data.
- Create data dashboards, graphs, and visualizations.

- Excellent organizational skills
- Strong financial analytical skills, including cost control.
- Excellent Microsoft Outlook, Project, Excel, Word, and PowerPoint skills.
- Experience with Lawson requisition systems and Kronos Payroll systems.
- Experience with Route Builder routing systems and Zonar GPS systems.
REQUIREMENTS:
- Bachelor's Degree
- 12 years of transportation experience, with six (6) in organizational management.
- Five (5) years in management with direct supervision of technical, professional, and field staff, including a union/represented workforce.
- Experience in managing a safety department.
- Experience in managing a mechanical department.
- Valid NM Commercial Driver's License with Passenger and School Bus endorsements current or within 8 months from date of hire.
