Position Information
We are seeking an experienced Enterprise Application Lead to join the Information Technology Division at the Texas Department of Transportation. The ideal candidate will have a strong background in leadership, managing enterprise-level applications, ensuring their optimal performance and alignment with business objectives. This role requires excellent leadership skills, technical expertise, and a collaborative mindset to drive successful outcomes across the organization.
Provides guidance to the business and the Information Technology Division on the enterprise systems technology needs and specific priorities for assigned applications.
Work involves establishing the strategic goals and objectives for applications; developing guidelines, procedures, rules, and regulation; and coordinating activities. Oversees, coordinates, and leads the team for IT projects through all phases.
Serves as a Lead Worker in the planning and assignment of work for the team. Reports to the IT Applications Systems Branch Manager. Coordinates and evaluates the work of the team. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Position Description
Performs highly advanced computer systems analysis work in support of TxDOT District/Division information technology systems. Oversees work involving analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. Oversees technical support and advice involving the development, testing, implementation, and maintenance of projects/programs and/or systems. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Duties:
Coordinates the development, implementation and maintenance of IT/IS architecture, processes, policies, standards, procedures and associated roles and responsibilities.
Oversees planning, execution, implementation, maintenance, and support of enterprise applications.
Oversees the evaluation of methods, tools, hardware, and software used to improve the analysis, development, integration, implementation, and maintenance of information systems.
Leads a team of application specialists, providing guidance, mentorship, assigning tasks, and resource allocation; manages work activities for short- and long-range performance assignments; mentors staff in the development and testing of systems functionalities, and provides performance feedback, as requested.
Stay current with industry trends and advancements to incorporate relevant technologies into our applications.
Manages multiple projects in coordination with the PMO; provides project scope, work, and cost estimations and participate in project planning; ensure project schedules are met, re-negotiated, and approved by customer and ITD leadership before target dates.
Provides technical leadership on projects and agency initiatives.
Minimum Requirements
Education - Bachelor's Degree in Computer/Management Information Systems, Computer Science, or related discipline
Work Experience - *5 YEARS working with IT applications - COTS, custom, SaaS, vendor hosted or related work experience.
(Experience can be satisfied by fulltime or prorated part time equivalent)
