POSITION DUTIES
Under the general direction of the Assistant State Superintendent of Financial Policy, Planning, Operations & Strategy, the Deputy Chief Financial Officer will be responsible for providing oversight, and leadership-level support for the day-to-day operations of policy and fiscal support including local financial requirements and reporting. The Deputy Chief Financial Officer will work closely with the Senior Executive Director of Fiscal Operations on the Department's current budget and future budget development and financial operations. This position provides leadership and direction for cross-functional projects, coordinates activities that involve members of the Financial Policy, Planning, Operations & Strategy team, and serves as a representative of the Assistant State Superintendent in meetings with staff members across the Department and external stakeholders.
Duties Include:
MINIMUM QUALIFICATIONS
Education: A Bachelor's Degree from an accredited college or university in Business Administration, Finance, Accounting, or a related field.
Experience: Ten years of experience in State or federal budget, finance, policy, and accountability.
Notes: Candidates may substitute the possession of a Master's degree from an accredited college or university in a field related to the position for two years of the required experience.

Duties Include:
- Leads the Department's response to fiscal notes, and communication with The Maryland Department of Budget and Management (DBM) and the Department of Legislative Services (DLS), and special projects impacting the State's education and important program budget(s).
- Conducts in-depth analysis of complex financial and operational data, identifying trends, insights, projections, and actionable recommendations to support data-driven decision-making across the Department.
- Supports the Assistant State Superintendent, to ensure the timely and accurate presentation of annual budget, monthly budget reports, and testimony to Executive Leadership, the State Board, DBM, and Committees of the General Assembly.
- Analyze budgets and create budget projections based on proposed changes to education policies
- Works closely with the Senior Executive Director of Fiscal Operations to provide additional support to the fiscal operations team with research and analysis as necessary.

- Experience working with the enterprise level finance, budget, and procurement systems.
- Tailoring communication of complex information for various audiences
- Experience with managing, designing, and developing financial control systems for multiple programs.
- Finance experience in a Maryland State Agency.
- Proficiency in the use of spreadsheets and other analytical tools.
- Ability to effectively lead as well as supervise and train staff, manage projects, monitor performance, and provide timely feedback.
- Experience in Education Finance and the Blueprint for Maryland's Future.
