Summary

The position is responsible for assisting with the management of a portfolio of Transmission projects in all phases of planning, routing, ROW acquisition, scoping, design, procurement and implementation.

Key Roles & Responsibilities

Under the direct supervision of the Senior Program Manager, the incumbent will:
  • Build, control and manage end-to-end Transmission project schedules by collaborating with all applicable stakeholders.
  • Monitor the status of tasks and deliverables to ensure stakeholder issues are proactively identified, communicated and resolved.
  • Coordinate, prioritize and communicate project schedule and scope changes.
  • Review preliminary project scope, determine estimated construction duration, and place projects in the appropriate season (i.e. early start, spring, summer, or fall).
  • Perform resource reviews of construction plans across the assigned portfolio of projects to ensure engineering designs support new construction schedules.
  • Develop construction plans that minimize construction clearance conflicts in areas where multiple projects are being implemented and, if clearance conflicts exist, identify issues and develop a construction sequence to mitigate the conflicts.
  • Develop construction plans that account for material deliveries in support of project, customer, and reliability needs, and determine necessary action steps to resolve any issues.
  • Identify and appropriately elevate project risks while developing and implementing mitigation plans.
  • Monitor the project/program financial plan by collaborating with the Resource Engineer to ensure the scope and schedule match allocated resources.
  • Ensure the construction plans support the financial targets of Oncor.
  • Provide expertise in the development of Oncor's Transmission PMO portfolio management and project control processes.
  • Represent the company to various external entities as required by project assignments.
  • Lead project teams and execute special projects as assigned.
  • Performs all essential aspects and functions of the job as well as any other specific job requirements.


Education, Experience, & Skills

Education: High School Diploma, GED, or equivalent is required. Applicants with a Bachelor's degree in Engineering, Engineering Technology, Construction Engineering, Construction Management, Construction Technology, Project Management, or Science are encouraged to apply.

Experience: Understands and is familiar with the design, operation and/or construction of Transmission electric system facilities and has a basic knowledge of Transmission line and substation construction activities and materials. Prior electric utility project management experience, a plus.

  • Ability to quickly learn various software platforms.
  • Understanding of financial drivers for Transmission projects and Transmission business unit.
  • Comprehensive understanding of the potential impact that construction activities can have on system reliability.
  • Complies with and enforces safety rules. Understands Oncor Transmission and Contractor Safety Handbook requirements.
  • Ability to adjust and respond effectively and favorably to change in priorities without undue loss of productivity.
