The Community Development & Engagement (CDE) Unit of Oakland HCD administers local, state, and federal funding benefitting City of Oakland residents, principally with extremely low- to-moderate-incomes. CDE seeks to model community development by educating, informing, and engaging the community in the development and implementation of work that improves and builds more resilient Oakland communities. We are looking for a candidate with strong organizational, communication, and effective team-collaboration skills to be a part of furthering the work of CDE while ensuring compliance with local, state, and federal guidelines.

Under direction, the incumbent will plan, coordinate, monitor, and evaluate the Community Development Block Grant (CDBG) suite of federal formula grant programs and other housing and community programs; develop and implement administrative, contracting, compliance, monitoring, and evaluation systems; and train and supervise assigned staff.

  • Comprehensive Supervisory Capability: You will provide a full range of supervisory skills, techniques, and knowledge to achieve projected outcomes.
  • Impactful Data Presentation: You will process and design data presentation in a way that conveys program impact.
  • Proficiency in Program Assessment: You will be proficient in monitoring and evaluation skills for Federal, State, and locally funded programs.
  • Database Design Proficiency: You will provide technical experience in designing databases to ensure compliance with federal, state, and locally funded programs.
  • Data-driven Decision-making Skills: You will transform data into meaningful explanations to infer policy and programs that inform departmental decision-making.
  • Technical Proficiency: You will demonstrate proficiency in computer systems, reporting applications, and other tools to ensure your success in this position.
  • Compliance Management and Audit Proficiency: You will possess comprehensive knowledge of single audit and federal audit requirements, enabling you to effectively oversee staff in grant and programmatic compliance activities.
What you will typically be responsible for:
  • Supervising and training staff in the service of monitoring, evaluating, and otherwise administering Community Development & Engagement programs, projects, and related work.
  • Providing structure and operating guidelines to monitor and evaluate locally administered programs and projects (including housing construction-related projects) under various local, state, and federal guidelines.
  • Developing, implementing, and directing contracting preparation, administration, and compliance activities for the Community Development & Engagement Unit, including budgeting.
  • Providing or directing the provision of public presentations to residents, City Administrator, City Council, other agencies, and audiences.
  • Producing multi-year strategic plans, annual plans, and performance and evaluation reports for programs, projects, and activities administered through various internal and external providers.
  • Producing and directing preparation of the above and other complex reports to the public, City Administrator, City Council, and other agencies.
  • Being familiar with, able to interpret and enforce compliance with local, state, federal and other applicable regulations related to programs developed out of the City of Oakland's Department of Housing & Community Development.
  • Preparing for and managing program audits by the U.S. Department of Housing & Urban Development (HUD), State of California, other external agencies, and single auditors.

Minimum Requirements for Application

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable:
Education:

A Bachelor's degree from an accredited college or university in public administration, business administration, or related field. A Master's degree in public administration, city planning, or urban planning is desirable.

Experience:

Four years of experience in the administration or evaluation of federally-funded programs.
License or Certificate / Other Requirements:
Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

Desirable Qualifications:
  • Previous experience in team leadership or participation in collaborative projects.
  • Experience in providing training or instruction to others in a professional setting.

The Recruitment Process:
The City of Oakland works with a Civil Service system. Applicants apply online, and HR staff reviews their experience, education, and training listed on the application against the "minimum qualifications" listed for each position.

Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge, skills, and abilities in job-related areas.
Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.

For this recruitment, all qualified applicants will be invited to the oral interview exam. You will be notified two weeks prior to the date of the oral interview. The tentative date of the oral interview is the week of May 12, 2025.
