Major Functions
The County of Volusia is seeking a Deputy Building Official for the Building & Code Administration Division. This position will be located in DeLand, FL and will be responsible for administrative, technical, and supervisory work within the Building Code Administration and Contractor Licensing activities and for assisting the Chief Building Official in all aspects of the Building & Code Administration Division as needed.

Minimum Requirements
High School diploma or GED and nine (9) years of experience in Business Administration, Public Administration, or related field, and progressively responsible experience.
OR
Bachelor's degree in Business Administration, Public Administration, or related field and five (5) years of progressively responsible experience to include supervisory experience over building code enforcement personnel.
Certifications:
A comparable amount of education, training, or experience may be substituted for the minimum requirements with the exception of the certifications.
Must possess a valid driver's license at time of hire.
Must obtain a valid Florida driver's license within 30 days of hire and maintain thereafter.

- Supervises Building Code Administration and Contractor Licensing activity staff.
- Serves as the Chief Building Official during his/her absence.
- Works with the Chief Building Official to develop systems, procedures, forms, and instructions to facilitate operations.
- Advises the Chief Building Official regarding the status of projects and programs.
- Analyzes and recommends adjustments for staffing positions and program priorities.
- Establishes and maintains records, statistics, reports, and controls necessary to ensure compliance with applicable laws, policies, ordinances, resolutions, directives, and regulations.
- Interprets the codes for administration and enforcement.
- Conducts performance evaluations.
- Investigates construction failures for cause and remedy.
- Attends meetings as required regarding construction projects.
- Represents the County at any code-related meetings where the County determines representation to be desirable.
- Prepares and presents cases before the Volusia County Contractor Licensing and Construction Appeals Board.
- Analyzes programs to assess value, evaluate budgetary needs and set goals.
- Coordinates projects through meetings, correspondence, and presentations where information is exchanged.
- Prepares meeting agendas and performs all necessary jobs to coordinate meetings.
- Works closely with consultants to keep informed on all latest developments.
- May serve as a liaison to municipal service district (MSD) boards and other county committees and boards.
- Prepares and periodically monitors annual activity budget.
- May be assigned to other county locations based upon operational needs.
- Attends work on a regular and consistent basis.
- Must adhere to Federal, State, County and Local ordinances.
- Responds to emergency situations.

Minimum Requirements

Knowledge, Skills & Abilities
- Knowledge of the Florida Building Code.
- Knowledge of a wide variety of materials and methods used in building construction and general practices employed in building construction.
- Knowledge of the principles and practices of public administration.
- Knowledge of research techniques and availability of current information.
- Specific working knowledge of the Florida Building Code, Underwriters Laboratories (UL) Fire Resistance Directory, International Code Council (ICC) Evaluation Reports, Florida Statutes, and Federal Emergency Management Agency (FEMA) requirements.
- Ability to properly apply State Statutes, local codes, and ordinances to all commercial and residential construction pertinent to the various types of construction administered by the Building Division.
- Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.
- Ability to read and comprehend all types of construction plans and blueprints.
- Ability to communicate code and ordinance applications to architects, engineers, contractors, inspectors, and the general public both orally and in writing.
- Ability to conduct both job site and office meetings with developers, engineers, architects, contractors, and owners, and effectively communicate proper code applications and permit requirements pertinent to all commercial and residential projects.
