GENERAL POSITION SUMMARY:

The City Planner performs a variety of municipal planning functions, including the implementation of land use rules and regulations. Responsible for developing, monitoring, enforcing, and interpreting the North Bend City Code with emphasis on zoning and land development.

SUPERVISION RECEIVED: This employee receives general supervision from the Public Works Director.
SUPERVISION EXERCISED: Provides some supervision of the Planning and Engineering Technicians.
TASKS, TOOLS & TECHNOLOGY:

Tasks

  • Develop and conduct training sessions for Planning Commission and Historic Landmark Commission members.

  • Provide technical information, and interpret laws, ordinances, rules, and regulations for property owners, Realtors, builders, appraisers, insurance companies, developers, and the general public.
  • Analyze and prepare new and/or amendments to land use zoning and development codes and ordinances, in conjunction with the appropriate staff and City Attorney.
  • Perform research and compile written reports on land use and other planning-related matters.
  • Conduct public hearings and make presentations to public boards and citizen groups; attend meetings as required.
  • Perform work on and manage special projects.
  • Perform research, conducts studies, and interact with public agencies to update and maintain the City's Comprehensive Plan; compile data concerning urban land use, population, housing, and economic characteristics.
  • Enforce city ordinances, rules, and regulations regarding the development and use of property.
  • Prepare and present grant applications; facilitate, monitor, and report on awarded grant projects.
  • Attend and participate in staff meetings and meetings with outside agencies.
  • Help the general public to understand land use rules and regulations, and assist them through the process for the development of private property.
  • Maintain up-to-date knowledge of applicable codes, regulations, and ordinances. Research legal documents and summarize information.
  • Work with City Department Heads, City Attorney, and other staff or agencies, as needed.
  • Assist in Public Safety Planning, including emergency response plans, under the direction of the City Emergency Management Coordinator.
  • Maintain positive public relations with customers; responsive to customer needs.
  • Update and maintain planning and zoning-related matters on the City website.
  • Maintain hard copy and an electronic copy of records (land use, building permit, licensing) using files and permitting systems.
  • Stay current on land use-related matters and changes in State and Federal laws.
  • Perform other duties as required.

Technology

  • Personal computer, email, video conferencing, word processing and/or spreadsheet software, planning and permitting software, mapping software, copy and fax machines, phone, mobile or portable radio if necessary, automobile.

KNOWLEDGE, SKILLS & ABILITIES:

Knowledge
  • Principles and practices of municipal land use planning, zoning codes and ordinances, building codes, and housing and economic development.
  • Familiarity with Oregon's Land Use Planning System.
  • Knowledge of applicable federal, state, and local laws, statutes, ordinances, rules, regulations, policies, and procedures as they apply to the City.
  • Familiarity with and ability to utilize computerized office software applications.
  • Techniques and procedures employed in the collection and presentation of data, use of statistics, and statistical methods.
  • Familiarity with the building codes process and site development requirements.

EDUCATION, CERTIFICATION, & EXPERIENCE:

The education and experience requirements listed are minimum standards. Other equivalent combinations of education, certifications, training, and experience may be considered.

Education: Graduation from a four-year college or university with a bachelor's degree in planning or a closely related field.
Experience: Four years of experience in planning, or a satisfactory equivalent combination of experience and training.
Licenses; Certificates; Special Requirements:
  • CFM - Certified Floodplain Manager (Preferred)
  • AICP - American Institute of Certified Planners (Preferred)
  • Ability to project confidence when dealing with the public, elected officials, and staff.

While performing the duties of this job, work conditions include: work performed in both indoor and outdoor work environments. May be required to perform a full range of motion with lifting and/or carrying supplies, materials, equipment, and/or items weighing up to 50 pounds. May be exposed to moving vehicles and equipment.
Work is performed mainly in office settings. Some travel may be required. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
