Position Summary
The Responsible Care Manager is accountable for oversight, direction and leadership of the Responsible Care Department to include the following sub-functions; Health, Safety, Security, Environmental, Quality (HSSEQ) and Process Safety. The manager is responsible for the development and implementation of local Responsible Care strategy and policy, which is achieved through managing human, technical, and material resources within the department and in coordination with other departments and the Global Manufacturing Responsible Care Team (GMRCT).
The Responsible Care Manager is an active member of the Plant Management Team (PMT) and Site Management Team (SMT), contributing to the overall success and achievement of site-specific objectives and organizational effectiveness. Success is measured through superior leadership, employee development, and the ability to provide world-class Health, Safety, Security, Environmental, Quality (HSSEQ) and Process Safety services and programs in alignment with corporate and local policies, standards and procedures.
In this role, the Responsible Care Manager has a duty to embed and drive a safety culture throughout the organization, providing oversight and direction to ensure a high level of safety engagement and superior readiness for emergency response. The Responsible Care Manager is a key member of the Site Emergency Operations Center (EOC) team that mobilizes in the event of a site emergency or area emergency that has the potential to impact the site.
The incumbent will ensure compliance with the goals of Responsible Care, integrated HSSEQ (Health, Safety, Security, Environmental and Quality) Management System, regulatory requirements and process safety management (PSM) standards within the context of the broader Methanex Global strategy and site operational targets. These targets include achieving Responsible Care Key Performance Indicators (KPI's), preparation and tracking of the Responsible Care budget, leading and facilitating local HSSEQ and Process Safety initiatives, delivering, tracking and maintaining an effective safety training program, and management of all day-to-day accountabilities.

Position Responsibilities
- Leads Responsible Care resources to achieve plant and corporate HSSEQ targets in a safe and cost-effective manner.
- Develops and implements effective systems that ensure safe work practices for employees and contractors.
- Monitors work procedures and practices and initiates improvements to improve Responsible Care performance.
- Maintains awareness of all applicable HSSEQ regulations and initiates necessary actions for compliance.
- Supports all Responsible Care auditing and ensures appropriate follow-up on improvements.
- Generates all required reports and data as dictated by government agencies.
- Develops and trains employee teams to competently respond to emergency situations that prevent or minimize harm to employees, the community, and the plant.
- Identifies and executes continuous improvement opportunities to prevent or minimize overall risk of harm to people or damage to the environment.
- Represents Methanex in appropriate industry initiatives and associations; e.g.; CAER, LCA, GBRIA, OEP, CAP.
- Generates meaningful data indicating Responsible Care performance and provides analysis and corrective action for improvements.
- Provides input into capital planning with regard to HSSEQ improvements.
- Manages the Responsible Care Department costs within the approved budget.
- Ensures department implementation and compliance with all Methanex policies, standards, and procedures.
- Ensures that Methanex Geismar maintains ACC Responsible Care certification.
- Demonstrates leadership in establishing and maintaining the highest level of Responsible Care culture.
- Functions as a site manager through active, collaborative, and supportive participation in the Plant Management Team (PMT) and Site Management Team (SMT). Supports and contributes to the mission, vision, and core values of Methanex Leadership.
- Conducts personal and company affairs in an ethical, professional, and trustworthy manner.
- Ensures the performance management system is competently and fairly applied to all department members.
- Leads a performance culture via continuous performance feedback, employee training and development, and succession and retention planning.
- Actively participates on the Site Management Team, supporting all initiatives and policies established by SMT.
- Contributes to the organizational vision of Global Methanol Leadership and, as a team member, demonstrates the core values of integrity, trust, respect, and professionalism.
- Conducts all business in a manner which supports the Responsible Care ethic.
- Leads the Responsible Care ethic by example in personal and professional daily life.
- Ensures compliance with OSHA, PSM, and Responsible Care requirements.
- Ensures that all incidents at the Geismar facility are handled competently to prevent or minimize any harm to employees or the community.
- Works closely with the TAR / Projects Execution Team in advance of turnarounds and outages to develop an RC Plan.
- Works closely with the TAR / Projects Execution Team during execution of turnarounds, outages, and projects ensuring resources are available to provide continuous RC presence during execution of work.
- Supports Methanex global engineering, technology, and project initiatives.
- Works collaboratively with the Operations, Maintenance, and Technical Departments to ensure all manufacturing changes are adequately assessed with regard to risk.
- Contributes to the overall Responsible Care objectives of Methanex via active participation in the Global Manufacturing Responsible Care Team (GMRCT).
- Bachelor's degree from an accredited college in Engineering or Science.
- Minimum 10 years manufacturing plant experience or manufacturing EHS experience.
- Preferably 5+ years management experience in the manufacturing or EHS industry.
- In-depth knowledge of Methanex standards, policies, and procedures.
