ABOUT THE Division

General description

The Quality Engineer Team is looking for an Performance Engineer that wants to contribute to the Texas Comptroller's growth by ensuring its applications can handle expected and unexpected loads, maintain speed and responsiveness in production. You proactively establish and follow the Performance Testing process practices - including seamlessly collaborating with various teams within and outside your own team to drive powerful results. If you enjoy living by the code of your craft , identifying performance bottlenecks and developing solutions for complex issues, the Texas Comptroller is the right opportunity for you.

Work Hours

Work hours are 8:00AM to 5:00PM, 40-hour week, Monday - Friday. Occasionally work overtime and/or additional hours. Hours may change based on business need. Application support activities periodically require on-call responsibilities or work during non-standard hours.

Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e. report to office 1 to 3 days/week, etc.). Travel reimbursements are not provided for teleworking.

Qualifications:

Minimum Qualifications
Bachelor's degree.
Eight (8) years' experience in architecting and executing testing strategies including test planning, test scenario creation and cataloging, test documentation, and executing tests.
Experience in building test frameworks and integrating within a CI stack using tools like Bruno/GIT, Jenkins, JIRA
Experience with performance testing frameworks/tools (Loadrunner, Webload)

Preferred Qualifications
Bachelor's degree or higher in Computer Science, Computer Information Systems or Management Information Systems.
Experience working with Texas State Agencies
Proficiency in C# and JavaScript
Working with Franchise, Sales/Non-Sales Tax amongst others

Substitution

One (1) additional year of the full-time minimum experience as stated above may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years)

SUMMARY OF PHYSICAL REQUIREMENTS

The physical demands described here are represented of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone and client/customer contact. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.

Also, this position requires the incumbent must be able to ride elevator; must be able to carry laptop home for on-call duties, must be able to sit for hours at one time, must be able to work on a PC keying program changes as a repetitive function.

Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.

In this role you will:
Designs, develops, and executes performance test cases and scripts through analysis of application/product specifications and software requirements. Mentors other test team members.
Oversees and executes automated load/performance testing across multiple messaging protocols (including HTTP), focusing on overall application performance -validating application responses and outputs accurately reflect business requirements.
Executes appropriate test scenarios, Mainframe and other programming changes successfully satisfy the business requirements, design documents, and performance constraints.
Collaborates with cross-functional team(s) at CPA to measure the quality of the application under given user loads. Tracks and communicates task progress, status, and key performance metrics. Establishes checkpoints and takes appropriate actions to resolve the issue in a collaborative and professional manner.
Communicates effectively across multiple teams/external vendors (Operations, Project Teams, Quality Service), different personnel (Developers, Scrum Masters, Project Managers,) when required.
Coordinates and oversees performance testing activities from start to finish.
Research industry best practices for load-testing approaches and tools, prepares recommendations to the management for efficiency improvements, conducts in tools comparison and analysis, outline and executes best in class adoption model.
Reports defects found in testing diligently, promptly, and accurately, using standard defect tracking tools.
Works with collaborative project management tools, loads generators and other performance monitoring tools.
Diagnoses and resolves performance issues and work on performance fine-tuning.
Defines and documents performance testing requirements and identify appropriate testing approach.
Understands complex systems, analyzes business scenarios, non-functional requirements, test environment configurations.
Performs other related duties as assigned.
