JOB DESCRIPTION:
The Bureau Chief of Personnel Management serves as the Department's personnel officer directing a broad and comprehensive human resources program through development, distribution and consistent implementation of operating procedures that guide actions from initiation until they are submitted, approved, and when appropriate, entered into People First. As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates. In addition, the employee must complete timely and accurate performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report.

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
- Assists Department of Education leadership in managing the agency's organizational structure, its established positions, attendance/leave and benefits, in accordance with the Florida Statutes and Florida Administrative Code.
- Researches personnel issues and provides interpretations of personnel policies, rules and regulations. Responds to management and employee inquiries regarding personnel issues. Ensures that all actions recommended or initiated by the unit are in accordance with current law.
- Attends and participates in the statewide personnel officers' meetings. Briefs supervisor of impending changes and/or upcoming projects. Serves as the agency contact for People First issues ensuring that updates to the system are appropriately communicated.
- Monitors and tracks legislation that relates to human resource issues. Prepares bill summaries and analyses, as requested.
- Implements new policies and rules as directed by the Legislature, the Department of Management Services and DOE's senior management.
- Determines workloads, workflows, deadlines, work objectives and time utilization for staff. Assists in all phases of project completion during peak workloads and high priority projects.
- Audits and approves all personnel actions to ensure compliance with federal and state laws and Department of Education policies. Notifies the Assistant Deputy Commissioner for Finance and Operations immediately when problems exist in a hiring package.
- Prepares summary spreadsheet of personnel actions for meeting with the Commissioner. Briefs the Deputy Commissioner on hiring actions, as requested.
- Serves as the Personnel liaison for the Office of the Commissioner and the Office of the Deputy Commissioner of Finance and Operations, preparing all personnel actions, classification actions, etc.
- Performs organizational reviews and facilitates agency reorganizations. Audits and approves classification actions in accordance with the agency's delegated authority.
- Ensures that classification rules and statutes are adhered to when approving classification actions. Prepares reorganization letters for submission to DMS.
- Audits and provides quality control over attendance and leave, benefits administration, workers' compensation, and other assigned program areas.
- The incumbent in this position manages the following personnel programs as follows:
- Attendance and Leave program for the agency.
- Benefits program for the agency.
- Retirement Program, including the processing of applications.
- Workers' Compensation program for the agency.
- Sick Leave Pool for the agency.
- Daily processing of Personnel Actions (PF-12 and PAR process in People First)
- Coordination with DOE payroll office for employee pay issues and monthly payroll processing.
- Classification actions/organizational structure maintenance, including with DMS and Executive Office of the Governor.
- Organizational chart quarterly review/update.
- Annual delegated authority updates.
- Dual employment/outside employment for agency.
- Public Record requests.
- Financial Disclosure to the Commission on Ethics for agency.
- New liaison training.
- I-9 compliance for agency.
- OPS student certifications.
- Annual OPS reporting requirements to legislative staff and Executive Office of the Governor.
- Serves as the sick leave pool administrator and follows outlined responsibilities as required by the agency's Code of Professional Responsibility.
- Responds to the bureau's CorrFlow assignments ensuring that all deadlines are met. Informs the Deputy Commissioner for Finance and Operations of any high-profile or controversial correspondence.
- Serves as the I-9 coordinator for the agency ensuring compliance with Federal mandates.
- Tracks and monitors the bureau's budget.
- Drafts preliminary response to audit requests regarding the agency's organizational structure and other personnel issues as required.
- Performs other duties as assigned including but not limited to special assignments, research, and report preparation.
- Conducts annual process analyses of all bureau core functions to ensure compliance with current law and rule. Identifies changing customer needs and enhancements to process efficiency.

MINIMUM QUALIFICATIONS
Required Licensure/Registration/Certification/Experience:
- At least 8 years of experience in human resources.
- At least 5 years of management experience with direct supervision of two or more employees. Such experience must include an authority to approve attendance and leave, evaluate employee performance, recruit, and select employees, develop, and discipline employees, and other supervisory related duties.
- Experience working in sensitive and confidential environments.
- Ability to communicate effectively including verbal and written communication.
PREFERRED QUALIFICATIONS:
Preferences will be given to:
- Preference will be given to those who can demonstrate one or more of the following: an interest in public service and human resources; a working knowledge of the State of Florida's personnel rules and laws; and/or experience working in a professional Human Resources Office.
