Job Summary:

The Public Works Department is seeking a Project Manager - Capital Works, to join our team. Reporting to the Director of Public Works, the Project Manager - Capital Works manages, coordinates, and controls the planning and implementation of capital projects on TWN Reserve Land including civil works, and TWN facilities for new construction and renewals.

Duties & Responsibilities:
  • Manage and/or oversee all aspects of assigned capital projects including project development, design, implementation, assessment, construction, inspections, renovation, modification, and repair.
  • Advise staff, senior management, committees, and Council, on construction methods, practices, standards, codes, and processes including procurement and forms of contract.
  • Develop, implement, and manage policies, procedures, standards, guidelines, and processes related to the implementation, delivery, and completion of capital projects.
  • Coordinate with Public Works Staff, consultants, TWN Departments, and other stakeholders in planning review of on-reserve project, including capital and development projects.
  • Prepare, review, and approve payments and implement quality controls, assurances, and mechanisms to control expenditures, promote operational reliability, efficiency and ensure budget certainty.
  • Assist with the preparation of annual departmental operating and capital budgets and monitor to ensure they reflect operational needs, and projects are completed within budget guidelines.
  • Oversees contractors, consultants and contract employees as required.
  • Manage and maintain building and property condition records and as-built information.
  • Represent the TWN in the administration, management, and communication of assigned projects.
  • Ensure compliance with TWN Laws, and applicable provincial and federal statutes, regulations and guidelines and maintain close communications with regulatory authorities including within TWN.
  • Prepare and deliver reports and presentations for applicable Committees, community and Council as required.
  • Ensure jobsite compliance with industry safety standards and organizational policies, procedures, and ethical standards.
  • Other related duties.

Qualifications:
  • Undergraduate degree or technology diploma in Engineering, Construction or Facility Maintenance/Management.
  • 4-5 years of related experience in the administration and management of large capital projects.
  • PMP designation or similar is an asset.
  • Must have class 5 driver's license.

Knowledge, Skills & Abilities:
  • Thorough knowledge of all TWN, provincial, and federal legislation, architectural and engineering standards and practices related to construction and construction contract administration.
  • Extensive knowledge of civil and facilities construction, building systems, construction methods, architectural and engineering standards and practices.
  • Ability to lead major projects, project teams and initiatives through the use of strong project management techniques, contract administration, budgetary planning & tracking.
  • Sound research, technology and analytical skills to assess research findings, synthesize information, identify key issues, barriers and opportunities, and propose viable recommendations.
  • Effective written and oral communication skills to prepare communication materials
  • Strong facilitation, negotiation, conflict resolution skills as well as analytical and problem-solving skills.
  • Strong leadership, organizational and time management skills to handle competing priorities, and to complete assignments within timelines, working either independently or within a team.
  • Knowledge of and experience within Tsleil-Waututh or another First Nation culture will be considered an asset.
  • Intermediate knowledge of Microsoft Office programs (Word, Outlook and Excel).

Physical Demands:
  • May involve significant desk work with long periods of manual dexterity activities (keyboard operations, filing).
  • Work in an outdoor environment in variable weather conditions.

  • Stress may be caused by the need to complete tasks within tight deadlines.

Salary pay-range: $75,525.00 - $103,849.00 - based on qualifications and experience.
