Position Overview:
BCSC is currently seeking a full-time innovative, technically advanced and detail orientated Data Analyst and to join our dynamic team in our Technology and Projects Services (TAPS) Division.
The Data Analyst is a technology expert who specializes in analyzing, collecting, preparing, storing and creating electronic data. The successful candidate will participate in all day-to-day data support functions including: Business Intelligence (BI) support, governance, ad-hoc reporting requests, developing user dashboards, and in projects. In addition, you will work with internal and external data sources for the purpose of analyzing, cleaning, answering questions on results of analysis, and preparing data based on defined use cases to be used in advanced analytics..

Salary Range:
The salary range for this position is $83,997 (minimum) - $109,087 (midpoint) - $134,177 (maximum).
The starting salary for this position will bedeterminedconsidering the successful candidate's relevant experience and education, salaries of other employees in the same salary range, market conditions and other relevant factors. Starting salaries are normally below the salary band midpoint.

The successful candidate will participate in all day-to-day data support functions including: Business Intelligence (BI) support, governance, ad-hoc reporting requests, developing user dashboards, and in projects. In addition, you will work with internal and external data sources for the purpose of analyzing, cleaning, answering questions on results of analysis, and preparing data based on defined use cases to be used in advanced analytics..
Key responsibilities:
- Collect, clean, transform, and analyze data from multiple sources to support business reporting and decision-making.
- Develop and maintain complex SQL queries, stored procedures, and data models for analytics and reporting purposes.
- Create and optimize Power BI dashboards, reports, and data visualizations to present meaningful insights and support BI tools and platforms, ensuring data accuracy, integrity, and accessibility.
- Work with Azure cloud services and advanced analytics tools for data processing and automation.
- Implement and maintain data management policies using Microsoft Purview.
- Ensure proper data classification, lineage, and security through governance best practices.
- Utilize Microsoft Fabric for data integration, transformation, and orchestration.
- Develop and maintain ETL and ELT pipelines using SQL Server Integration Services (SSIS), Azure Synapse, Azure Data Factory, and other tools.
- Perform statistical analysis using Python, R, or other programming languages as needed.
- Troubleshoot and optimize database performance, ensuring efficient data processing.
- Collaborate with stakeholders to understand business requirements and translate them into data solutions.
- Communicate complex technical solutions to non-technical audiences.
- Partner with the Economic Analysis Data Science and TAPS Operations and Data Management teams to drive data related initiatives.
Qualifications:
- A technical diploma or university degree in Computer Science, Management Information Systems, or similar field and a minimum of 3 years of experience working with SQL and data analytics required. An equivalent combination of education and experience is considered.
- Hands on experience and working knowledge of the following systems, tools and platforms is preferred:
- T-SQL programming and JSON
- Power Query and Power BI
- SQL Server, including SSIS, SSAS and SSRS as well as Azure cloud analytics tools (e.g., Azure Synapse, Azure Data Factory, Azure SQL).
- Microsoft Purview and Microsoft Fabric
- Experience supporting data governance and data quality initiatives, including maintaining data dictionaries, lineage, and business rules and demonstrated expertise in ELT and ETL principles, including data transformation and pipeline optimization.
- Sound understanding of statistical computing programming languages (R, Python), data modeling, data warehousing, and data mining techniques.
- Strong analytics skills, with a proven ability to solve logical challenges and synthesize data to develop meaningful insight.
- Excellent verbal and written communication skills, with the ability to present findings to both technical and non-technical audiences.
- Able to drive results, meet deadlines, and prioritize tasks with minimal supervision.
