Why does the job exist?
The purpose of this position within the IT App Development team in the Information Technology Systems Bureau will be to serve as an IT Application Developer Ill for the New Mexico Office of the State Engineer/Interstate Stream Commission.
How does it get done?
This position will work within the IT Application Development team and be responsible for application development, maintenance, and support. This position requires the ability to perform and accomplish job requirements with minimal direction and/or supervision; the ability to work successfully in a collaborative team environment; and the ability to apply industry best practices.
- Plan, design, develop high level web-based applications using PHP, Python, Javascript, Node, Bash, Powershell, Groovy, and SQL.
- Develop, provide, and consume SOAP and RESTful Web Services.
- Develop applications with PHP Laravel Framework.
- Develop and maintain Jenkins continuous integration.
- Configure and deploy applications to Apache and IIS server
- Develop automated unit and feature tests for all applications.
- Meet with internal customers to create business requirements and workflows.
- Collaborate with IT Apps Dev team members in an agile scrum environment to complete application development, project management, business analysis, system analysis, database design and development, application design, development, testing and implementation.

Ideal Candidate
The ideal candidate will have 4-6 years of documented application experience while having knowledge and/or capabilities to work with PHP, Python, Javascript, Node, Bash, Powershell, Groovy, and SQL.
Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and four (4) years of experience in software programming. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Travel statewide is required.
