Overview

The Assistant Director of the Business Enterprise Hub (BEH) assists and supports the Director in executing the mission of BEH, to provide equitable access, contract compliance, and resources to empower and grow disadvantaged businesses through strategic partnerships, educational development, and transparency. The Assistant Director is responsible for developing and implementing strategies that support the City's M/WBE Program, promote the Business Inclusion & Development (BID) policy, and build business capacity.

Essential Functions

1 Leads the implementation of the City's business diversity program, policies, and activities.

2 Serves as the primary point of contact between vendors, Procurement Services, and city departments to facilitate business opportunities and build capacity.

3 Manages, directs, and oversees the assignment of contracts and solicitations for compliance with business diversity goals and maintains and updates an automated diversity management system.

4 Ensures that all purchasing and contracting activities are developed and implemented in a manner consistent with the City's BID policy, by working closely with the Assistant Directors of Procurement Services.

5 Actively engage in the preparation and execution of internal and external programs and events that promote and support the City's BID policy and goals.

6 Assists and supports in the planning, management, and direction of the operations, staff, and general activities of the BEH division.

7 Manages, administers, and oversees the managerial staff and departmental personnel which includes hiring, training, performance evaluations, and other personnel actions; ensures productivity and quality standards are maintained; identifies areas of quality management to enhance productivity through improved work procedures, practices, communication, and accountability.

8 Responds to all special research requests and coordinates responses with the City Manager or City Council to provide accurate and timely results; drafts and prepares council agenda and related documents for Council review.

9 Represents the City at local, state, and national organizations and at professional activities to maintain the image of the City and to create public support for departmental programs.

10 Prepares and delivers presentations and speeches at seminars, meetings, and civic functions to inform the public of business opportunities and program goals.

11 Provides executive level support for challenging or difficult situations and vendor conflicts; participates in special projects and requests based on Director request.

12 Performs any and all other work as needed or assigned.

Knowledge, Skills and Abilities
  • Knowledge of purchasing and procurement practices, procedures, and methods.
  • Knowledge of supplier diversity programs (i.e. small, disadvantaged, minority-owned, women-owned, veteran business programs)
  • Knowledge of division management and operational efficiency methods.
  • Ability to perform mathematical computations with accuracy and efficiency.
  • Considering the relative costs and benefits of potential actions to choose the most appropriate one.
  • Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Communicating effectively orally and in writing.
  • Establishing and maintaining effective relationships.
  • Effective communication, presentation and public speaking
  • Supervising staff, handling personnel issues, monitoring timecards and general payroll, and developing policies and procedures.
  • Knowledge of B2G Now or compliance management system.


Experience
  • Seven (7) Years of experience in supplier diversity, supply chain, procurement including 5 years minimum of supervisory and management experience, Contract Compliance, Small and/or Disadvantaged Business Program Goals, Audit, Finance.


Licenses and Certifications

Texas Driver's License

Education

Bachelor's Degree in Finance, Accounting, Public Administration, Management-related field.

Salary Range

$114,154.16 - $142,692.70

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
