The Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the National Preparedness Goal: prevention, protection, mitigation, response, and recovery.

DHSEM also coordinates with state and local law enforcement, as well as federal partners like the FBI and the U.S. Department of Homeland Security, to obtain, analyze, and distribute intelligence on possible threats to public safety. Additionally, our department facilitates and distributes tens of millions of dollars in federal grants to New Mexico communities every year. DHSEM also works closely with customs and border officials to secure our nation's borders.

Why does the job exist?

The State Emergency Operations Center uses mapping in many of its day to day operations. Pre-planning, event planning, post disaster planning and recovery planning. Urban and rural environmental planning and disaster management analytical work. It is critical to collect the correct information in a timely manner to be able to better serve the communities in New Mexico before, during and after a disaster. The GIS computer technology position will capture, store, analyze, and display geographically referenced data, essentially turning location-based informaiton into maps and other visual representations.

How does it get done?

To be able to collect grid data on topographic maps, satellite maps and aerial surveys and translate data to usable maps for the State Emergency Operations Center to use. Key areas are disaster wildfires, flooding, Public Health risk areas, Forestry areas across the state of New Mexico, allowing for the powering of decisions, supporting any identified event. After collection of data represent in a map with layers to better support the State Emergency Operations Center. Maps of Streets, properties, areas with points, lines and polygons are essential for use by the State Emergency Operations Center teams.

Who are the customers?

This position is in direct support of the State Emergency Operations Center, supporting many mapping types from locals, tribal and federal partners. The locals, tribal and federal partners rely on the State Emergency Operations Center to have current and relevant information during an emergency or disaster event, and to be able to help assist making decisions with visual mapping images of potential impacted areas. Partnerships with other GIS positions that support other agencies during an activation of the State Emergency Operations Center. Post event working with the Recovery Mitigation team to better understand the impacted areas for restoration.

Ideal Candidate

Candidate must have a good understanding of GIS software platforms and problem solving skills, patience, and communication skills to operate within this environment. The candidate should be familiar with concepts and terms of GIS, have the ability to analyze spatial and non spacial data, and have analytical thinking skills.

Minimum Qualification

Bachelor's degree in Geographic Information Systems, Geography, Planning, Geology, Cartography, Urban Studies, Landscape Architecture, Civil Engineering, or Computer Science and two (2) years of experience in geospatial data management. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements

Employment is subject to background investigation and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Situations may warrant work in disaster field office(s) or a mobile operations center. Subject to recall during disasters and other emergencies. Work on weekends, holidays and shift work may be required during emergencies and/or disaster situations or as business requires. State travel required.
