Job Description
Basic Purpose

The Policy Advisor will work closely with various departments to understand their needs, gather, and analyze data, and provide insights to support decision-making processes. The incumbent will have the ability to translate complex information into actionable policies.

Supervisory Responsibilities
  • With the Project Manager, exercises joint authority and responsibility for the work and schedules of consultants.
  • Creates, develops, provides, or coordinates system training, materials, and other educational tools.


Typical Functions
  • Research and analyze current and proposed policies, regulations, and legislation to provide recommendations for development and improvement.
  • Evaluating business processes and anticipating requirements.
  • Uncovering areas for improvement and developing and implementing solutions.
  • Leading ongoing reviews of business processes and developing optimization strategies.
  • Maintains current understanding of industry standards, trends, and best practices through industry and other professional networks.
  • Analyzing business needs and requirements to understand the business impact of changes.
  • Designing, testing, and implementing solutions that meet business needs and align with agency strategy.
  • Eliciting, analyzing, specifying, and validating the business needs of stakeholders.
  • Collaborating with project sponsors to determine project scope and vision.
  • Clearly identifying project stakeholders and establishing customer classes and their characteristics.
  • Negotiates plans and timeframes, ensuring that clients understand the anticipated result.
  • Develops and communicates detailed specifications for implementation.
  • Produces reports, timelines, and graphics to communicate expectations and progress to management, customers, investors, and other relevant parties.
  • Maintains and ensures proper documentation.


Required Skills and Abilities
  • Excellent verbal and written communication skills.
  • Extremely proficient in Microsoft Office Suite or related software programs.
  • Extremely organized with great attention to detail.
  • Excellent management skills with the ability to lead, facilitate, motivate, and organize.
  • Ability to adapt to change.
  • Excellent customer service skills.
  • Ability to learn quickly and to creatively solve new problems.
  • Ability to negotiate and settle differences quickly and peacefully.
  • Ability to act as a team player.


Education and Experience
  • Bachelor's degree in Business, Public Policy, or related field required.
  • At least five to seven years of related experience.


Special Requirements
  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
