The Assistant Director of Raleigh Water plays a key leadership role in overseeing the financial and support functions of the department. This position is responsible for the management of the Administration and Utility Support Divisions, which together encompass nearly 50 staff members. The role involves championing financial and budgeting functions, administering performance and quality assurance programs, overseeing procurement, inventory management, training and development, communications, and supervising a variety of essential administrative functions, including human resources, payroll, and training programs.

In addition to these responsibilities, the Assistant Director will support the development and implementation of department policies and contribute to the advancement of Raleigh Water's operational and citywide strategic plans.

Duties and Responsibilities

  • Financial and Budgeting Oversight:
    • Lead the development of the Department's self-supporting enterprise budget, ensuring alignment with organizational goals and fiscal responsibility.
    • Prepare and present financial reports, analyses, and recommendations to the Director, City Manager's Office, and City Council.
    • Monitor the Department's financial performance, identifying opportunities for cost savings and efficiency improvements.
  • Division Leadership:
    • Oversee and direct the Administration Division and Utility Support Division, managing nearly 50 positions across both teams.
    • Supervise day-to-day operations of the Utility Support Division, which manages the procurement and inventory of multimillion-dollar resources for the Department.
    • Ensure accuracy and accountability in annual inventory counts and financial reconciliation processes.
  • Program and Policy Administration:
    • Administer the Department's performance and quality assurance programs, ensuring compliance with organizational standards and continuous improvement.
    • Oversee the contracts and accounts payable functions, ensuring proper procedures and accountability in departmental financial transactions.
    • Manage human resource programs, including payroll, training, and development initiatives for staff.
  • Leadership and Collaboration:
    • Collaborate with internal teams and external stakeholders to ensure alignment with broader organizational and community objectives.
    • Provide leadership and mentorship to staff, fostering a culture of high performance, continuous improvement, and accountability.
    • Support the Director in various leadership and management functions, taking on additional duties and responsibilities as needed.
    • Assist in the development and execution of the Department's business plan, in support of the citywide strategic plan.

  • Typical Qualifications

    Education and Experience:
    Bachelor's Degree in business or public administration, finance, or a directly related field and eight years of progressively responsible related experience that includes significant management and supervisory experience.

    An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

    Licensing and Certifications:
    • Valid North Carolina Class C Driver's license with a satisfactory driving record, or the ability to obtain within 60 days of hire

    Preferred Qualifications:
    • Minimum of 7-10 years of experience in a managerial or senior leadership role, ideally in a public utility or similar environment

    • Strong understanding of municipal finance, budgeting processes, and financial reporting
    • Procurement, inventory management, contracts, and accounts payable functions
    • Expertise in developing and managing human resources programs, including training and development
    • Familiarity with environmental policies and regulations, particularly those related to water utilities
    • Excellent communication, interpersonal, and leadership skills
    • Managing multiple priorities and work collaboratively across diverse teams and departments
