Position Description
This is a full-time, permanent, and safety sensitive position located in the Anne Arundel County Fire Department. The employee in this position is designated essential and must report to work under all emergency and inclement weather conditions.
This is advanced level professional administrative work in areas such as recruitment and retention, personnel administration/record keeping, training and other office management duties related to Fire/EMS and administrative volunteer members. Contacts include volunteer and career officers, management officials, volunteer members and career personnel. Contacts are primarily for the purpose of resolving administrative issues, providing recommendations and agreeing on courses of action.
These contacts are generally of a cooperative nature requiring collaboration of effort.

NATURE AND VARIETY OF WORK
The incumbent performs a variety of management, professional and administrative work specific to the administration, directing and implementation of programs and activities related to volunteer fire services. The incumbent works under the general supervision of the Administrative Services Division Chief. Duties are carried out in a collaborative manner that aligns with the Department's performance and operational requirements. The Volunteer Fire Services Manager provides a central coordinating point for effective volunteer management and is expected to exercise sound judgment in providing leadership and guidance to volunteer companies and to assure effective delivery of volunteer programs. The incumbent disseminates and advises the Department Command Staff on matters of importance relating to the volunteer service. The incumbent will also collaborate with other county, state and private agencies in coordinating volunteer activities.
While the supervisor provides assignments, an employee in this class has considerable latitude to plan and carry out work independently. Guidelines are available in the form of personnel regulations, administrative procedures, departmental policies and procedures, and the County Code; however, many assignments are undertaken that are not adequately addressed by existing guides, requiring the employee to initiate new procedures. This class of work is characterized by the variety of assignments with which an employee is tasked, often requiring analysis and assessment of unusual situations. Depending upon the position's location in the organization's structure, employees may have supervisory responsibilities. The impact of work performed by an incumbent in this class is realized throughout the department/agency to which assigned.
The work is sedentary in nature, performed in an office environment and involves no significant exposure to hazards. This class is differentiated from the next lower level in the series by the diversity and complexity of assignments, greater independence of action and greater variety of work.

Examples of Duties and Knowledge, Skills and Abilities

  • Volunteer Services Management - 60%

  • Serves as the official Department liaison representing the volunteer workforce as it relates to operational service delivery, budget, and personnel needs. Meets regularly with volunteer company officers/leadership to identify needs and resolve any operational issues.

  • Develops and maintains administrative control processes and systems to track volunteer compliance with operational and training requirements. Maintains electronic records of volunteer activities. Compiles data to prepare a variety of statistical reports on volunteer activities.

  • Manages the on-boarding application processes for new volunteers ensuring compliance with County policies. Provides guidance and facilitates training to new members on obtaining appropriate documentation needed to meet program requirements.

  • Works with leadership to develop program goals and objectives to enhance operational response capabilities by utilizing volunteers to address staffing needs on a consistent scheduled basis (duty times).

  • Represents the Fire Department by serving on committees, boards, and participation in volunteer training sessions and association conferences as required.

  • Organizes and maintains personnel, statistical, purchasing and other important volunteer records. Performs related duties as required.


  • Human Resources & Professional Standards - 20%

  • Effectively assist Human Resources and Professional Standard Offices during normal operations and during surge/backup situations.

  • Become proficient in administrative tasks, processes, and relevant polices to be prepared in handling a variety of inquiries and tasks.


  • Special Duties & Projects - 20%

  • As directed, manages special projects, tasks and/or events that support the overall mission of the organization.

  • Coordinate with Community Outreach and Recruitment Offices and proactively participate with volunteer companies to enhance recruitment and retention efforts. Develops promotional materials, fosters relationships with community partners, and assists in the coordination of events to increase volunteer participation.

  • KNOWLEDGE, SKILLS, AND ABILITIES
    Thorough knowledge of the principles and practices of public administration.
    Thorough knowledge of organization and office management.
    Thorough knowledge of the department's organization and functions and the relationships with other county offices.
    Considerable knowledge and skills in utilizing common workplace office applications (word processing, spreadsheets, database and presentation applications)
    Ability to assume responsibility for a variety of special project assignments and to perform them independently.
    Ability to develop administrative and office procedures. Ability to evaluate procedures and to recommend changes.
    Ability to establish and maintain effective working relationships with others. Ability to communicate effectively, orally and in writing.

    Ability to supervise personnel.
    Minimum Qualifications

    Graduation from an accredited four-year college or university with major course work in public or business administration or a related field; and two (2) or more years of experience in office management or experience in the program coordination/administration of a public safety program.

    NOTES: This position is safety sensitive and employees in these positions are subject to Controlled Dangerous Substance (CDS) and Alcohol testing.
