Position Description
Under general supervision, plan, design, and document the physical components, functional organization, configuration, and operating protocols and standards of highly complex enterprise networks Districtwide including cloud, virtual, software-defined, data, voice, audio/video and security systems; leads the implementation of infrastructure projects, monitoring of network performance, and responds to platform and service performance disruptions; manages internetworking infrastructure systems throughout the District; interfaces with vendors, provides technical training, and technical leadership. Position Description

Responsibilities
- Plans, designs, manages, and implements highly complex converged enterprise networks which support data, voice, video and other services and applications for the District.
- Manages and sets priorities for the design, development, upgrade, and evaluation of all infrastructure systems, including LANs, WANs, Wireless Networks, VoIP, Internet, security; fiber and copper cabling systems; related tools, equipment, and services.
- Designs, configures, maintains, and troubleshoots enterprise routing and switching environments, virtual private networking (VPN), wireless networking, cloud networking environments, virtual networking, software-defined networks, and voice communications infrastructure and systems including Voice Over IP (VoIP).
- Installs and maintains network servers, applications, and related equipment in support of network infrastructure and services.
- Develops and executes test plans to measure infrastructure and systems technical performance using a variety of network management and measurement tools.
- In collaboration with District IT leadership, establishes short and long-term capacity and capability plans and strategies for the network to ensure it meets the current and future needs of the District.
- Conducts research and cost-benefit analysis and makes recommendations on products, services, protocols, and standards related to network infrastructure to senior management.
- Acts as the primary interface with service providers and vendors for problem resolution.
- Participates with vendors in the assessment of networking systems and infrastructure for current facilities as well as for all new construction and remodels.
- Facilitates network infrastructure licensing, support, and subscription contract renewals and ensures network inventory is up to date.
- Collaborates with network, security, and other information technology coworkers and peers on the development and implementation of approaches, processes, procedures and standards that promote responsiveness, efficiency, and simplification of infrastructure.
- Composes and maintains up-to-date documentation on network infrastructure to include, but not limited to, technical designs, network diagrams, plans/roadmaps, purpose statements, stakeholder requirements, test plans, required personnel and hardware resources, cost estimates, and schedules.
- Directs the preparation of and/or prepares statements of work, correspondence, reports, statistical summaries, training materials, announcements, and other materials related to network infrastructure.
- Provides technical training, mentoring, and coaching of professional and technical staff on complex matters related to infrastructure design and operations.
- Leads in a hands-on manner, as necessary, the implementation of solutions in support of infrastructure installation, migration, and upgrade projects.
- Provides network support for district's administrative information systems at main campus and all remote locations.
- Keep current on emerging/new technologies and industry standards, and maintain current knowledge and expertise.
- Interacts with all levels of the user community to discuss and resolve voice, data, and network issues.
- Coordinates temporary allocation of department technology resources in the Director's absence based on district requirements.
- Represents Director at various district committee meetings.
- Fulfills departmental requirements in terms of providing work coverage and administrative notification during periods of personnel illness, vacation, or education.
- Performs related duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS
- Bachelor's degree or equivalent combination of education, training or work experience.
- Minimum of four (4) years' enterprise network architecture, design, and engineering experience.
- Demonstrated ability to apply the principles of enterprise network architecture and design including performance, scalability, availability, and security.
- Demonstrated experience with network systems, protocols, and technologies such as: IPv4/IPv6, TCP/IP, routing protocols, multicast, IPsec, SSL/TLS, ACLs, DNS, DHCP, wireless, 802.1x, Layer 2/3 switching, cloud networking, SDN, data center networking, 802.1q, Spanning-tree, and others.
- Demonstrated experience with various modern enterprise security concepts, technologies, and platforms such as traditional firewalls, NGFWs, VPN, IDS/IPS, EDR, XDR, CASB, SASE, SIEM, and others.
- Knowledge of the design, configuration, and administration of voice systems such as traditional PBX, VoIP, SIP gateways, voice mail, and call accounting.
- Knowledge of cable plant design and management including fiber and ethernet with the demonstrated ability to run, patch, terminate, create cable, and implement rack and cable management best practices.
- Knowledge of project management principles and practices, with the demonstrated ability to manage multiple network projects, work with stakeholders to understand and document requirements, propose solutions, meet timelines, and work within budget.
- Demonstrated ability to provide technical leadership, training, mentoring, and coaching of professional and technical staff on complex matters related to network design and operations.
- Demonstrated ability to establish and maintain effective and cooperative working relationships with a diverse pool of administrators, technology staff, users, vendors, and team members; actively contribute to a culture of constructive collaboration and innovation with colleagues; effectively communicate, both orally and in writing; maintain high levels of customer service and satisfaction.
- Demonstrated evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds in a community college environment.
DESIRABLE QUALIFICATIONS
- Two years of Information Technology experience in a community college environment.
- Industry certifications such as Cisco CCNP, CISSP, Juniper, Fortinet, Aruba, and others.
- One year of experience with multi-campus wireless design, engineering, and administration utilizing physical/virtual/cloud controllers or gateways with Aruba, Cisco, or another vendor.
- One year of experience with VoIP/SIP design, engineering, and administration with Cisco Unified Communications Manager (CUCM) or another vendor platform.
- One year experience with designing, engineering, and administering a cloud or hybrid cloud network environment.
