General Definition of Work
The Police Officer job classification is a union position that performs protective service work involving a variety of general or support duty police assignments including crime prevention; enforcing laws, investigating criminal activity, ensuring public safety, maintaining records and files, testifying in court, preparing reports and related work as required. Work is performed under the moderate supervision of the Sergeant, Lieutenant, Deputy Police Chief, and/or Police Chief. Performs other duties as apparent or assigned.

Compensation
Compensation rates are governed by the City's Salary Administration Plan or applicable labor contract. Information regarding the City's pay program is available in the Human Resources Department.
Holidays
Employees receive an additional eight (8) hours of straight time pay for each of the following holidays: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day. All regularly scheduled work required on those holidays is compensated at the rate of double time. In addition to the above holidays, employees will receive two (2) floating holidays based on their shift.
Vacation
Vacation is earned at the rate of 6.66 hours per month (2 weeks per year) for the first 5 years of employment. After the first five years, monthly accrual rate is increased annually per the union contract. Maximum vacation balance is 240 hours. Vacation is accrued, but generally not available for use, for the first six months of employment.
Sick Leave
Sick leave is earned at a rate of 8 hours per month with a maximum sick balance of 960 hours. Payout of 100% of sick leave balance allowed as severance if immediately eligible to draw PERA pension or due to a written doctor-verified disability.
Health Insurance
Health Insurance - Blue Cross Blue Shield is our current health insurance provider. Coverage is effective the 1st of the month following the date of hire. We currently offer four High Deductible Health Insurance plans (HDHP):
NOTE: For all four of the above HDHP, the employee also receives an additional annual employer HSA contribution based on which plan and coverage level is elected (amount will be prorated and deposited in monthly increments) into the employee's Health Savings Account.
Dental/Optical Insurance
Dental and optical insurance benefits are available to those participating in a health insurance plan.
Life Insurance & Long-Term Disability
An employer paid $35,000 life insurance and long-term disability insurance policy is provided by the City the 1st of the month following the initial-six months waiting period of eligibility.
Retirement Plan
Retirement benefits are provided through the Public Employee Retirement Association (PERA). The 2025 EMPLOYEE contribution rate is 11.80%. The 2025 EMPLOYER contribution rate is 17.70%.

Essential Functions
- On an assigned shift, patrols community utilizing a patrol vehicle or specialized police equipment or walks to observe for violations of traffic laws, suspicious activities or persons, and disturbances of law and order.
- Interviews victims and witnesses to obtain information regarding crime, accident, violation, etc.
- Responds to radio dispatches and answers calls and complaints; serves warrants, summons, etc.; completes arrest records; investigates applicable licenses.
- Performs criminal investigations including domestic disputes, interrogates suspects; gathers evidence; conducts surveillance; develops informants; obtains search warrants; apprehends violators and prepares case reports for prosecution.
- Prepares detailed reports and documentation as required according to departmental procedures.
- Enforces traffic laws, investigates accidents; issues traffic citations; provides first responder medical assistance.
- Makes arrests and testifies in court.
- Provides police escorts, directs traffic; performs residential and commercial security checks.
- Participates in a variety of in-service and special training programs.
- Assists other law enforcement agencies as needed.
- Maintains department issued equipment and vehicles.
- Communicates and informs supervisor of important issues or problems encountered during assigned shift.
- Performs Deputy Coroner functions at initial death scene investigations when required.
- May be assigned to investigations, community policing, K-9, school liaison, or other technical or special support operations.
- Attends required and specialized training programs; may provide in-service training instruction to other department members.

- Possess a valid MN driver's license or be able to acquire a valid MN driver's license within 30 days of hire.
- Licensed or eligible to be licensed as a full-time Peace Officer in the State of Minnesota within nine months.
- Maintains Minnesota POST requirements.
- Basic knowledge of police methods, practices and procedures.
- Some knowledge of the geography of the City and the location of important buildings.
- Some knowledge of the rules and regulations of the Police Department.
- Skilled in the use of required firearms and the operation of police vehicles and equipment.
- Skilled in the use of in-squad computers and related programs.
- Strong ability to multi-task in a variety of environments including, but not limited to, operating and communicating with a police radio while driving, interacting with the public, or engaged in other activities.
- Ability to understand and carry out oral and written instructions and prepare clear and concise reports.
- Ability to deal professionally, courteously and fairly with the public.

- Plan 4 is a $8,300 single/$16,600 family deductible policy. The employer pays 100% of the single premium. The employee pays 10% of the family premium or $194.70 per month.
