Main Purpose of Job
The Electric Vehicle (EV) Charging Project Manager II will serve as a Project Manager primarily for EV charging installation Design and Construction projects but could also manage projects with the building decarbonization team as needed. This position manages and coordinates EV infrastructure installation projects as part of a Statewide EV Infrastructure Program. This position will provide project management duties such as creating procurement specifications, awarding design and construction projects, evaluating bids, managing construction, and resolving warranty issues. The position will work closely with the Senior EV Project Manager, the EV Program Manager, electric utilities and their EV program staff, vendors, and using agencies. The work requires travel throughout the State on site visits for pre-installation assessments, progress meetings and post-installation inspections.
POSITION DUTIES
Duties to include but are not limited to:
Meetings/Project Management: Attends all progress meetings as necessary, resolving issues and providing project management insight. Conducts site visits as needed to ensure proper and timely installation and other appropriate site development considerations. Processes invoices in accordance with regulations. Review documentation as submitted and approve as necessary.
Task Order Approval/Construction: Prepares appropriate agenda item for approval of task orders in accordance with Md. Procurement Regulations. Manages and/or coordinates project with the Using Agency and DGS Construction Division as needed during the construction phase to assure the completion of the project in accordance with specifications. Approves
changes as necessary to scope of work, reviews and approves proposed change orders and approves any additional funding in accordance with DGS Procedures. Maintains electronic PCO/Change Order Log in Project Folder in the drive. Reviews and approves invoices within 3 days of receipt.
Construction Document Design: Manages the EV charging station supply contracts to assure coordination between the contractor and the using agency to finalize a design that matches the project requirements and meets the standard for the industry for construction. Evaluates and requests changes as necessary on all contractor submittals. Conducts CD review meetings. Reviews and approves estimates prepared by contractors.
Coordinate with the EV Program Manager: Coordinates long-term planning and strategies to meet the timelines and goals of the EV Infrastructure Program.
MINIMUM QUALIFICATIONS
Experience: Six years of experience, two years of experience as an Engineer in the building construction, renovation or maintenance fields and an additional four years of experience performing maintenance or construction engineering work in facility and maintenance system work.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree in engineering from an accredited college or university and two years of experience as an Engineer in the building construction, renovation or maintenance fields for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps classifications or Construction Engineering Technician, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS

Two years of experience managing small to medium construction projects, including managing schedules, managing contracts, processing invoices, etc.
DESIRED OR PREFERRED QUALIFICATIONS

Experience with EV charging infrastructure projects.
Electrical engineering degree and/or electrical experience.
Experience managing projects that include new service connections.
Experience with building electrification.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Employees may be required to carry an electronic paging device or provide the employing agency with a telephone number where the employee can be reached.
