General Description and Classification Standards

The Airport Manager is an integral part of the Airside Operations team. This individual develops and implements airside programs and measurements for compliance with FAR Part 139 airport certification standards, and all federal, state and local regulations and airport policies to ensure a safe, secure, and efficient operating environment.

This position directs the day-to-day activities of the Airside Operations Certification and Training group, including managing projects, supervising staff, assigning appropriate resources, developing work schedules, and ensuring compliance with all applicable FAA and local regulations.

This position will provide support to the Assistant Director and Director of Operations. Duties include but are not limited to; ensuring safe and efficient airfield construction activities, implementing and ensuring necessary training programs, implementing plans and programs related to airport certification, contingency planning, severe weather preparation and management, Cargo Operations management, and development/management of department contracts. This position also has a role in preparing the Airport for emergencies and irregular operations, recovery, and in minimizing the impact on airport operations during emergencies.

This position assists in the development of the annual business plan, implements the Airside Operations objectives that support the plan, and assists in preparing the annual operating budget.

Success in this role will depend on attention to detail, prior experience in managing airfield construction projects and design review, training experience, and a deep understanding of 14 CFR Part 139 regulatory requirements including associated Advisory Circulars, Cert Alerts, and related documents.

Supervision Received

This position receives general direction from the Assistant Director and Director, focuses on compliance with Part 139 standards and best practices, and is typically collaborative.

Responsibilities

Essential Duties and Responsibilities

The following duties are normal for this job but are not all-inclusive. Other duties may be assigned.
Reviews technical design documents, plans, and other reference materials and coordinates with affected stakeholders for successful and safe implementation or completion of programs.
Oversees the development and scheduling of airfield construction projects and ensures that work is conducted in accordance with all applicable standards.

Routinely plans, leads, and participates in meetings with Department of Aviation personnel and airport stakeholders and makes presentations when necessary.
Collaborates and communicates routinely with FAA air traffic control and Regional HQ staff, airlines, contractors, and Department of Aviation staff to include but not limited to Maintenance, ARFF, Planning and Development, Police, Security, and senior staff.
Supervises and provides direction to Airport Operations Representatives III (Airside) and/or Airport Operations Representatives II (Airside) to ensure FAR Part 139 compliance. Responds to emergencies as needed.
Fulfills a critical role in winter weather management during significant events and year-round planning.
Responsible for ensuring that department training programs, formal plans and procedures to include those within the Airport Certification Manual, emergency plans, and standard operating procedures are developed and maintained.
Delegates job assignments to Airport Operations Representatives III (Airside) and/or Airport Operations Representatives II (Airside) on a case-by-case basis.
Evaluates emergency or unusual conditions occurring and recalls additional personnel if necessary.
Plans, coordinates, and delegates daily routine duties.
Assists management with developing budgets, business plans, standard operating procedures, and compiling various forms of data.
Ensure that all employees are properly trained under the requirements of Part 139, Department SOP's, or project plans. Conducts training and maintains records in accordance with regulations.
Collaborates and provides operations support as necessary to Airside and Landside Operations, Safety Management, and other airport organizations as directed.

Decision Making
This position is generally free to set operating goals and timetables and to establish policies, processes, and schedules for staff within the needs of the Airport. Leadership provides direction, coaching, and day-to-day supervision over a group of professionals.
The ability to make effective decisions in a fast-paced work environment is paramount.
Decisions are made in response to various requests from airport tenants, stakeholders, and federal government agencies that may have an impact on airport operations.
Reviews construction and maintenance projects to ensure safety, efficiency, and customer service is not adversely impacted.
Recommends and implements policy and/or strategic changes.

Leadership Provided

This position is under the general supervision of and reports to the Assistant Director of Airside Operations.

Knowledge, Skills & Abilities

Considerable knowledge of FAR Part 139 and all Operations related Advisory Circulars or related regulatory material and best practices. Poses a thorough knowledge of all federal, state and local regulations.
Ability to develop educational, safety, and related training programs. Ability to compile, organize, prepare, and maintain an assortment of records, reports, and information in an effective manner and according to departmental and/or governmental regulations.
Has the ability to communicate effectively verbally and in writing with supervisors and other staff members. Has the ability to use independent judgment in routine and non-routine situations.
Is able to utilize and understand computer applications and techniques as necessary in the completion of daily assignments. Has the ability to plan, organize and prioritize daily assignments and work activities.
Communicates effectively and exchanges information in a professional and positive manner with customers, tenants, airport employees and other staff members. Ensures that correspondence with external and internal agencies is completed in a timely manner.
Evaluates direct reports, conducts performance evaluations, and assists in the professional development of their direct reports.
Works well under pressure in a high activity team environment in both an office and outdoor environment.
Holds self and others accountable for timely and efficient completion of objectives while ensuring the safety of individuals and air traffic; determine objectives, set priorities, and delegates work.

Qualifications

Minimum Qualifications
Bachelor's Degree from an accredited University or College in Aviation Management, Airport Management, or a closely related field. Other degree programs will be considered if the minimum experience requirement is met.
A Minimum of five years of progressively responsible FAR Part 139 airport operations experience required; Minimum of three years of airport operations supervisory experience required.
Must possess a valid Georgia driver's license prior to employment.
Must be able to pass security and background checks for SIDA and CBP clearances.
ACE-Ops or CM designation desired.
