POSITION SUMMARY

The Executive Director of Human Resources plays a key role in shaping the future of Talent Management in the Clarke County School District (CCSD) workforce. We are looking for a people-focused, experienced Human Resource leader who can apply HR best practices to support the schools and district offices. In this key leadership position, you'll shape the future of our workforce, driving strategy to attract, grow, and retain top talent across our schools and central offices. You'll work closely with district leaders to build strong leadership pipelines, enhance organizational culture, and align HR goals with our broader mission to serve students.

ESSENTIAL DUTIES
  • Oversees the development of talent pipelines and career progression frameworks, ensuring clear paths for career advancement.
  • Works with cabinet-level leadership to develop leadership talent programs, including succession plans for critical roles, and monitors bench strength to address gaps.
  • Leads the design, implementation, and evaluation of leadership and management development programs.
  • Develops strategies directing CCSD's talent to significantly impact district performance; acts as the organizational development expert within HR and supports major organizational initiatives.
  • Defines and implements an internal mobility strategy to optimally position talent across the district.
  • Manages the staffing allocation process, ensuring schools and facilities are appropriately staffed based on student needs.
  • Collaborates with senior leadership to align both long-term and short-term talent acquisition strategies.
  • Oversees talent acquisition, working with Hiring Managers and HR to enhance processes and manage the recruitment team.
  • Develops and leads organizational assessments, engagement surveys, and cultural initiatives, creating action plans based on results.
  • Guides organizational changes to enhance workforce productivity and align with district values.
  • Regularly meets with key personnel to ensure effective talent management communication and goal-setting across the district.
  • Manages the HR team, fostering a cohesive environment while ensuring compliance with legal standards and district policies.
  • Manages HR Benefits and Leave areas
  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit


MINIMUM REQUIREMENTS

EDUCATION:
  • Bachelor's Degree in Business or Public Administration, Human Resources, Organizational Development, Psychology, Educational Administration, or related field required
  • Master's Degree in Business or Public Administration, Human Resources, Organizational Development, Psychology, Educational Administration or related field preferred

CERTIFICATION/LICENSE:
  • Hold or eligible for Georgia Leadership Certification and/or Support License preferred
  • Senior Professional in Human Resources (SPHR) preferred
  • Criminal Justice Fingerprint
  • Background Clearance

WORK EXPERIENCE:
  • Minimum three (3) years' progressively responsible management-level experience, including substantial experience in at least one of the following functional areas: Human Resources, Talent Management, Organizational Development, Organizational Effectiveness
