POSITION DESCRIPTION

The Assistant Building Official works with the Building Official to coordinate the permit review process and inspections programs for the building division for all residential and commercial construction. This position maintains the city permit review, approval and issuance, as well as inspections to ensure compliance with all building, fire, plumbing, mechanical, energy, accessibility and related City, State and Federal construction codes, ordinances, regulations and safety standards as directed. This position reports to, and performs duties as directed by the Building Official, and also provides direct coverage for and serves as the Building Official in their absence.
ESSENTIAL DUTIES

  • Provide review and evaluation of construction drawings and specifications to ensure compliance with all adopted codes, guidelines and regulations, within the framework of the established policies, procedures, and objectives.
  • Coordinate review and approval of building permit applications with the planning division, City Engineer, and applicable review entities.
  • Assists the building official in the investigation of fires and explosions in the City and performs the duties of deputy fire marshal. Remain on-call, as scheduled with the building official, for City fire and emergency situations.
  • In an emergency event or an officially declared State of Emergency, serve as a member (back up to the building official) of the Emergency Operations Team in response to major disasters and responds as directed to ensure the restoration of essential public services, facilities and infrastructure.
  • Serve as the "acting building official" during the absence of the Building Official.
  • Process, produce and maintain a variety of electronic and paper application records and reports related to permitting, inspections, compliance and assigned activities.
  • Coordinate the building division's response to public records requests.
  • Inspect as assigned commercial & residential construction sites and structures,to determine and ensure compliance with all building, fire, plumbing, mechanical, energy, accessibility and related City, State and federal construction codes, ordinances and regulations and safety standards; identify code violations.
  • Inspect construction sites as necessary to ensure correction of noted violations; locate and resolve illegal construction; suspend work at construction sites within established timelines if violations have not been corrected.
  • Recommend changes and participate in process improvement updates, to continually improve the permitting process by actions such as updating methods, tools, software workflows, and other procedures and standards to ensure efficient, streamlined, and customer oriented permitting operations and building related records.
  • Collaborate with contractors, architects, engineers and others in resolving discrepancies between approved construction plans and on-site construction development and activities.
  • Respond to inquiries from the public, residents, and business owners in a prompt, and informative manner, with and customer service driven approach.
  • Provide technical guidance to other departments regarding capital projects, and to the building official and director regarding proposed legislation
  • Represents the city to other federal, state, regional and local organizations and agencies related to building construction, fire and life safety, and emergency management as assigned.
  • Investigate and resolve alleged code violations; prepare detailed correction notices regarding code violations; prepare correspondence to clarify policy, correction notices and plan review comments.
  • Maintain professional development for self and team members through continued certification, seeking new learning opportunities, staying apprised of upcoming legislation, and mentoring and coaching the building inspector and plans examiners positions.
  • Proficient in a variety of office equipment including a computer, mobile tablet, and assigned software.
  • Drive a vehicle to conduct work.
  • Serve as the lead member from the building division on the Development Review Committee as a team member and build strong relationships with staff and the development community.
  • Promote open and effective communication between the Community Development Department and owners, architects, contractors and other interested parties Respond to all stakeholders in a prompt and courteous manner with consistent application of division policies, adopted codes; fair, even-handed treatment of all customers and employees.
  • Attend a variety of assigned meetings, including evening meetings as assigned.

Other Duties:
  • Evaluate building damage and provide assessment of overall building safety under applicable standards.
  • Serve as the Deputy Fire Marshal, upon qualifications and appointment by the Fire Marshal.

EDUCATION, EXPERIENCE & OTHER REQUIREMENTS

Education and Experience:
  • Any combination of education, training and experience that indicates the individual can successfully perform the job may be considered. High school diploma or GED equivalent
  • Associate degree with an emphasis on public or business administration, planning, construction management, project management, fire protection, law or code enforcement, or similar disciplines.
  • Five years of experience residential/ commercial construction, fire service, or related field.
  • Journey level work experience in building, carpentry, plumbing, mechanical and or fire code inspection and enforcement.
  • Proficiency in MS office suite and plan review software.
Required License:
Valid Washington driver's license
ICC Building Inspector Certification (Both residential and commercial)
ICC Building Plans Examiner Certification

Highly Desired Licenses:
FEMA ICS 100, 200, 300, 400, & IS 700, 800

Medical Coverage: The City offers Regence or Kaiser High Deductible Health Plan (HDHP) Medical coverage with low employee cost share and contributes to a Health Savings Account (HSA) or VEBA for eligible employees and their families. Contributions are pro-rated for employees starting after the first of the year. The City also funds a Health Reimbursement Arrangement (HRA) for medical expenses incurred after meeting the plan deductible. Premium amounts and contribution amounts are specific to each employee group and can be found in the current collective bargaining agreements, on our City website and linked below.

Dental Coverage: Delta Dental with Orthodontia rider or Willamette Dental insurance is provided for eligible employees and their families. Teamsters employees are covered under the Washington Teamsters Welfare Trust dental plan.

Vision Coverage: VSP with second-pair rider is provided for eligible employees and their eligible dependents. Teamsters employees are covered under the UEBT vision plan.

Paid Leave: City employees are entitled to receive paid holidays, sick leave banks, vacation leave and personal holidays depending on the appointment type. Regular full time employees earn 8 hours of sick leave each month and earn vacation leave starting at 12 day per year in the first year of service and increases with additional years of service. Life Insurance Plans: The City provides basic life insurance of $20,000 at no cost for eligible employees. Employees can add additional amounts of life insurance as desired. The City also provides long-term and short-term disability plans for all eligible employees.

Deferred Compensation 457(b): Income can be set aside on a pretax basis and invested for supplementation of normal retirement income. For commission police officer positions, if the employee opts into Deferred Compensation contributions, the City will match specified amounts on a monthly contribution per the collective bargaining agreement. All employees can pick from MissionSquare (ICMA) or Empower (Edward Jones).

Retirement: All employees of the City, except members of the Police are included in the Public Employees' Retirement System (PERS). Police Officers are included in the DRS LEOFF2 plan. For more information about DRS including current rates visit: drs.wa.gov

Direct Deposit: Employees are paid on a semi-monthly schedule (10th and 25th of the month) by direct deposit.

Salary Increases: Based on satisfactory performance and time in position, the City provides for a regular progression of salary increases for most classification according to the salary schedule detailed in the collective bargaining agreements.

Longevity Pay: Employees are eligible to receive longevity pay in recognition of longevity with the City. Amounts are specific to each employee group and can be found in our collective bargaining agreements.
