Position Summary

Responsible for the management of all Tribal lands and general real estate matters including land leases, deeds and easements in coordination with federal agencies and legal counsel. Works closely with respective departments relative to the development of maps, land status records, historical data, environmental and cultural projects. Responsible for developing land, realty and policies and procedures for all Tribal property.

Essential Duties and Responsibilities

  • Negotiates leased and purchased property terms and manages the maintenance of collections and auditing funds for leased property owned by the Tribe.
  • Oversees the development and negotiations of all real estate contracts to ensure contracts are fully executed.
  • Through interactions with multiple departments, Tribal Council, and Federal agencies; monitors, assists and manages activities and suitable usage of open space, trust lands, range, fee lands and grant lands owned by the Tribe. In conjunction, writes and manages grants.
  • Initiates and oversees the successful conversion of fee-to-trust land for the Pueblo's benefit.
  • Develops and implements strategic goals and objectives, monitors organizational policies and procedures to ensure compliance with directives.
  • Develops and oversees strategic master and land use plans in conjunction with other departments.
  • Initiates, prepares, and presents land activity reports to the Tribal Council, committees, organizations and other entities as necessary.
  • Ensures future lands usage will be based upon existing infrastructure, projects future infrastructure needs and secures the availability of related resources, such as utilities.
  • Establishes internal operating procedures and develops internal tracking systems and additional safeguards as necessary to protect all Tribal lands, assets, employees and Tribal property.
  • Oversees and manages the coordination of the delivery of services between BIA, IHS, MRGCD, USDA, State of New Mexico, FHWA and other agencies as necessary.
  • Plans, formulates and administers a departmental budget.
  • Makes presentations and participates in committees with boards, commissions, and/or organizations where expertise and responsibilities require participation.
  • Punctual and regular attendance is an essential responsibility for all team members and are expected to report to work based upon the assigned schedule each day in accordance with the Attendance Policy for Pueblo of Sandia.

  • Requirements:

    Education and Experience

    Required:

  • High School Diploma, GED certification or equivalent.
  • Bachelor's degree in Business Administration, Public Administration or related field of study.
  • Ten (10) years of experience in a position involving one or more of the following areas; land acquisition and administration, development, planning, fee to trust, grants management;
  • Five (5) years supervisory experience.


  • Preferred:

  • Master's degree in a related field from an accredited college or university.


  • Note: Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.

    License/Certifications/Registrations

  • Must be able to successfully pass a background and character investigation in compliance with PL 101.630.
  • Must possess and maintain a valid, unrestricted New Mexico driver's license.
  • Real Estate Broker's License is preferred.
  • Will require a pre-employment and random drug screening.

    Kneeling

    Bending legs at knee to come to a rest on knee or knees.

    Lifting

    Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires substantial use of upper extremities and back muscles.

    Pulling

    Using upper extremities to exert force to draw, haul, or tug objects in a sustained motion.

    Pushing

    Using upper extremities to press against something with steady force to thrust forward, downward, or outward.

    Extending hand(s) and arm(s) in any direction.

    The ability to perceive the nature of objects by the eye.

    Job requirements include, in the performance of duties, walking throughout the work area, on various work surfaces throughout internal or external locations.

  • Work is performed mostly indoors and outdoors. Outside work is subject to temperature extremes and inclement weather conditions.
