Responsibilities
- Provides strategic oversight of the university's financial activities, including debt management and investments. The Treasurer will work closely with university leadership, including senior administrators, faculty, and board members, to provide expert financial guidance, lead strategic initiatives, and maintain the fiscal health of the university.
- Directs the execution of all university debt as well as capital financing arrangements on public-private partnerships. Coordinates rating agency and investor relations for the university's outstanding and upcoming debt issuances. Manages relations with the State's Division of Bond Finance and with the Board of Governors ensuring all debt and public-private partnerships are structured and executed within governing statutes. Manages the relationships between the university and its various affiliated direct support organizations for debt and capital planning. Meets regularly with university and affiliated direct support organization leadership, facilities, and auxiliaries regarding debt and capital planning. Develops and recommends financial strategies, policies, procedures, and practices for the university's debt management.
- Works closely with the university's investment committee to monitor and oversee the university's investment portfolio, ensuring performance objectives are met while maintaining sufficient liquidity for day-lo-day operations and safety. Works with senior leadership to assess financial trends, forecast financial performance, and provide recommendations for improving financial sustainability. Prepares annual financial reports, key ratio analyses, and quarterly investment reports for senior university leadership. Liaises with external investment managers and consultants to ensure optimal performance of the university's portfolio. Works closely with Controller staff to prepare and review short, medium, and long-term cash forecasts.
- Serves as the primary point of contact for rating agencies and the Division of Bond Finance and works closely with university leadership and Controller's Office staff in order to prepare and review financial analyses and reports for these entities as well as the Board of Governors and Board of Trustees. Coordinates with departments, e. g., Housing, Parking, to facilitate responses to data requests related to university debt and investments. Leads the preparation and review of required debt reporting. Ensures compliance with debt covenants and other regulatory requirements. Assists with long range forecasting and planning with the Budget Office.
- Provides direction and oversight of internal loans to meet strategic funding needs and as an investment alternative. Work with schools, divisions, and DSOs to develop funding proposals for capital projects. Ensures accurate and timely processing and posting of all internal and external debt service payments.
