Job Description

General Description:This position will be responsible for multiple pay frequencies (weekly, bi-weekly, semi-monthly, modified semi-monthly). This position is responsible to accurately process high-volume payroll for approximately 3,800 employees with multiple pay frequencies using multiple payroll systems.

Duties and Tasks:
  • Supervise and manage a team of 4 payroll processors, ensuring payroll is processed accurately and on time for multiple pay frequencies (bi-weekly, semi-monthly).
  • Review and validate payroll data for accuracy and ensure proper integration between HR system HCM & payroll system Cardinal before and after submission.
  • Ensure compliance with federal, state, and local payroll regulations, including benefit and leave policies, and ensure adherence to VCCS deadlines. Monitor payroll processing timelines and ensure department meets all deadlines for payroll, tax, and benefit submissions.
  • Manage complex payroll accounting tasks, including payroll budget code reclassification, salary, and benefit calculations, and ensure accurate record-keeping and reporting. The position will be responsible to analyze payroll data, identify discrepancies, and implement effective solutions is necessary for resolving issues promptly.
  • Provide backup for Sr. Payroll Specialists when needed and assist in payroll-related inquiries from employees.
  • Review the Department of Accounts (DOA) Year-End Certification for management approval.
  • Support management by interpreting and applying payroll laws, policies, and procedures to resolve complex payroll issues. Communicate clearly and professionally with employees at all levels, HR, finance departments, and external agencies. They should also be able to explain complex payroll information in an understandable manner.
  • Develop and maintain databases for organizing payroll, benefits, and employee information for easy reporting and analysis.
  • Participate in training and workshops to stay updated on payroll regulations and processes.
  • Make regular requests from employees for updates and input on college decisions and share feedback with supervisors for inclusion in the NOVA Brief.

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

KSAs:
  • Understanding of general payroll practices and laws including benefits/deductions, garnishments, taxation, and reporting.
  • Staying current with the latest Federal, State and Local tax regulation changes.
  • High attention to detail; an aptitude for numerical calculations, proven strong analytical and problem-solving skills.
  • Must incorporate strong Time Management skills to meet Time Sensitive windows.
  • Proficiency with Microsoft Excel and use of formulas
  • Strong verbal and written communication skills.
  • Must possess a strong work ethic and be able to work with all different levels of employees and management, and communicate to each using appropriate methods.
  • Present excellent customer service and interpersonal skills
  • Demonstrate understanding of internal controls within the department to remain Compliant with Government regulations.
  • Follow applicable laws, codes, regulations, standards, methods and practices related to VCCS payroll systems, retirement systems, and employee benefits; basic accounting principles as related to payroll processing.
  • Advanced skills in software applications related to payroll/accounting systems.
  • Principles and techniques of technical record keeping.
  • Must be a team player and work well in a team environment
  • Ability to identify and implement process improvements to enhance payroll efficiency and accuracy.


Required Qualifications:
  • Experience with large company, high volume, multi-state payrolls and the Federal, State and Local taxes that govern them
  • Experience creating reports/queries out of a high-volume payroll system and interpreting and presenting complex payroll data to upper management.
  • Payroll supervisory experience.
  • Experience in leading interdepartmental collaboration with HR and GL to address HR/GL discrepancies.
