Job Posting Information
This position is a key management position for the Lincoln Water System managing and coordinating a highly visible team of water service professionals engaged in customer relations, metering, cross connection control, and water main/water service locating. This team also functions as first responders for water outages on a 24/7/365. The position is responsible for managing an operations budget in excess of $3.0M and supports and assists in large capital improvements projects related to water main replacements and lead service line replacements. Additional responsibilities include public engagement, presentations, code enforcement, and technical assistance to the public and contractors.

Nature of Work/Examples of Work Performed
Water Service Operations & Management

  • Managing service vehicles, equipment, and preventative maintenance programs.
  • Managing inventory of service supplies (e.g., meters, tools, tapping supplies).
  • Overseeing emergency calls such as water main breaks, frozen lines, and service leaks.
  • Developing and managing an operational budget for service sections.
  • Respond to customers and contractors in a timely manner.

Meter Shop Supervision
  • Large meter testing and repairing while ensuring accuracy of meter billing data
  • Implementing a meter replacement and radio-read installation program.
  • Managing hydrant meter permit program.

Water Service & Locators Staff
  • Overseeing service techs for service taps, One-Call locates, meter installation or inspection.
  • Monitoring damage to private property and following up on repairs or reimbursements.
  • Reviewing and approving water service plans for new construction or reconnections.
  • Keeping accurate and permanent records of customer service work.

Cross Connection

  • Oversee regulatory compliance, testing of Backflow Preventers and Premise Surveys and new meter and backflow installations.
Team Leadership and Professional Conduct
  • Maintaining strong, professional relationships with coworkers, officials, and the public.

  • Leading special projects, preparing reports, or participating in departmental committees.

Desirable Knowledge, Abilities & Skills/Desirable Training & Experience
Thorough knowledge of the principles, practices, methods, processes and operating procedures related to water, asset management principles and software to document such data. Thorough knowledge of occupational hazards and employee safety related to operation of water, operation, repair and maintenance of a wide variety of specialized equipment utilized in water.

Ability to plan, assign, supervise, inspect and evaluate the work of subordinate personnel, contractors and consultants. Ability to interpret rules, regulations and policies, and to make decisions in accordance with established standard operating plans, procedures and practices. Ability to establish and maintain effective communication and working relationships with City officials, superiors, co-workers, subordinates, contractors, regulators, consultants and the public. Ability to communicate effectively both orally and in writing. Ability to compile and maintain operational records utilizing paper, photographic and video systems and modern electronic devices. Ability to participate successfully in professional development opportunities and translate industry leading methods, practices and processes to facility operations.

Minimum Qualifications/Necessary Special Requirements

Graduation from an accredited four-year college or university with major coursework in environmental science, environmental engineering construction/construction management, biology, chemistry or related fields, and four years of experience in the operation and maintenance of a water resource recovery facility, wastewater collection, water production, distribution system or construction/construction management including six months of experience in a supervisory capacity; or any equivalent combination of training and experience which provides the desirable knowledge, abilities, and skills.

Necessary Special Requirements

Possession of Nebraska Grade III and Grade VI Water Operator Certificate, or equivalent certification from another State recognized or reciprocal with Nebraska.
