Purpose of Classification:
The purpose of this classification is to manage the day-to-day operations and staff involved in collection of income taxes for the City.
Example of Duties
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Manages, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control, including approving all forms of leaves of absence; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines, as appropriate; assists with or completes employee performance appraisals; recommends disciplinary actions, discharge and enforces the collective bargaining agreement; acts as a liaison between employees and department director; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work: prioritizes work activities to meet objectives; ensures subordinates have the proper resources needed to complete assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to department director, City administrators, and elected officials, as requested.
Supervises the collection and accounting of income tax revenues: reviews and reconciles tax receipts and payment logs; prepares, reviews, and reconciles bank deposits and ACH payments; prepares and distributes tax revenue reports; conducts research to complete taxpayer account information; generates employer withholding and Joint Economic Development Zone (JEDZ) reports; calculates job grant rebates and JEDZ revenue sharing payments; and negotiates lump-sum payments or payment plans to resolve taxpayer balance due.
Interprets, applies, and ensures adherence to local, state and federal codes and guidelines pertaining to income taxes: conducts research to locate and identify updated taxpayer information; generates delinquency and balance due notices; refers delinquent account balances to third-party debt collector ; and files criminal charges with municipal court as necessary.
Provides information and assistance to taxpayers, tax preparers, and others regarding income tax rules and regulations, procedures, or other issues: explains tax policies involving the levy and collection of income taxes; researches problems and accounts; initiates problem resolution; participates in and attends various committee and board meetings; represents the City on Board of Review for taxpayer appeals; and prepares and submits related records and reports as required.
Evaluates the efficiency and effectiveness of division operations: runs and/or analyzes reports and statistical information; and identifies, recommends, and implements needed changes, modifications and/or enhancements.
Maintains a comprehensive, current knowledge of applicable laws/regulations, trends and advances in tax collection: monitors state and federal developments and legislation that impact income tax collection; drafts updates to City ordinances to ensure compliance with legislative changes and coordinates with Director of Finance and Law Director regarding the same; oversees compliance with new legislation; reads professional literature; and attends workshops and training sessions as appropriate.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: prepares, completes, receives, reviews, processes, forwards, or retains, as appropriate, various forms, reports, correspondence, bank deposits, payment logs, timesheets, invoices, payment plans, abatement requests, revenue reports, purchase orders, notices, ordinances, policies, procedures, and other documentation; compiles data for further processing or for use in preparation of City reports; and maintains computerized and/or hardcopy records.
Communicates with supervisor, City administrator, elected officials, subordinates, other City employees, taxpayers, tax preparers, vendors, attorneys, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, receive/give advice and direction, and resolve problems.
Operates various equipment as necessary to complete essential functions: operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment.
Additional Functions:
Oversees records retention and destruction, job creation grant administration, and participates as a member of Northwest Ohio Tax Commissioners Association. Performs other related duties as required.
Qualifications
Minimum Qualifications:
Bachelor's Degree in Business Administration, Accounting, or a related field required; supplemented by seven years of progressively responsible experience in tax administration, municipal accounting, or related field, to include supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

The City of Perrysburg benefit package includes the following:
- Health insurance, including Rx and dental insurance, is available through the City. Employees currently contribute a 10% premium. We have two medical plans available: a traditional plan and an HSA-eligible plan.
- Vacation: 10 days upon hire through 5 years; 15 days after 5 years through 11 years; 20 days after 11 years through 19 years; 25 days after 19 years through 26 years; and 30 days after 26 years. Candidates with prior public service credits will be eligible to be placed at a step commensurate with their years of public service.
- The City observes 12 paid holidays.
- Sick leave may be transferred from other Ohio public jurisdictions provided it has not been cashed out. Sick leave is accumulated at the rate of 15 days per year. There is no maximum accumulation. Unused sick leave is paid according to a formula if an employee leaves, upon normal retirement, with at least 10 years of service or, upon voluntary separation, after 15 years of service.
- This position is eligible to participate in the City's Deferred Compensation - Program 2, whereby the City contributes an amount equal to 6% of the base salary.
- The City also has its own Health and Wellness Clinic. The Clinic is available to employees and their dependents who are covered by our health insurance plan. Most services the Clinic provides are at no cost to the employee, including lab work or any prescription medication that is dispensed there.
- The City will provide term life insurance at a minimum of 100% of the base pay beginning the first of the month following one month of continuous employment.
- Paid Parental Leaveis available after one year of service to help support parents of newborn, newly adopted, or newly fostered children.
