Summary
The Senior Buyer manages a wide range of sourcing and procurement responsibilities including: managing complex sourcing and procurement transactions related to acquisition of Technology hardware, software, and services; developing and administering contracts and amendments that may be complex in nature; leading sourcing initiatives for technology services; management of supplier and internal stakeholder relationships; training internal clients on procurement and sourcing processes and services, working directly with Technology leadership, Governance & Supplier Relations teams, and functional stakeholders as required; and control of documentation and transactions to meet Oncor, Audit, and SOX standards. As a senior role within Technology Sourcing function, this individual is responsible for driving process improvements, and the training and developing Buyers who are more junior in tenure.

Key Roles & Responsibilities
- Performs all essential functions and aspects of the job including any other specific job requirements.
- Manage procurement transactions related to the acquisition of Technology hardware, software, and services, which may be complex in nature.
- Manage end-to-end supplier sourcing process for the acquisition of Technology hardware, software, and services for Technology suppliers. These responsibilities include development of RFx events, submittal vendor calls, response evaluation and scoring, and supplier negotiations.
- Participate in Technology Sourcing initiatives and cross-functional teams as the senior lead on the initiative.
- Lead contract development and execution process for agreements, which may be complex in nature, including terms and conditions, performance measures, insurance requirements, and managing appropriate internal stakeholder reviews for contract execution, such as Technology leadership and functional stakeholders, Legal, Internal Audit, and SOX.
- Track upcoming contract expirations, communicate status to Technology and functional stakeholders, and take required actions prior to contracts expiring.
- Manage moderately complex to complex contract compliance (pricing, insurance coverage, performance management, etc.), for Technology hardware, software, and services, including management of change control activities.
- Review and respond to open supplier inquiries forwarded by Technology and functional stakeholders and ensure responses are provided timely.
- Manage supplier relationships for Technology suppliers, as assigned.
- Manage electronic filing of contract file documentation accordingly to documentation standards, including scanning of file documentation.
- Review/audit contract files to ensure documentation is accurate and complete.
- In coordination with managers, lead process reviews and reengineer sourcing and procurement processes to deliver high quality, efficient, and cost-effective solutions.
- Support and promote Oncor's supplier diversity program.
- Initiate, develop, and mentor diverse suppliers.
- Incorporate safety into daily work ethic and day-to-day processes.
- Provide training and mentorship to less senior and/or less experienced Technology Sourcing team members.
- Develop and maintain product, industry, and market knowledge.
Education and Experience
- High Diploma, GED, or equivalent required
- Minimum of six years of directly related experience in the utility industry is required, preferably in the technology (hardware, software, and services) space.
- Bachelor's degree in business, Supply Chain, or related fields of study or 10 years of related work experience is encouraged to apply
- Certification or professional credentials in procurement, sourcing, or supply chain encouraged to apply.
- Certification or professional credentials in Project Management is encouraged to apply.
Skill
- Excellent written and oral communication skills.
- Experienced in managing the end-to-end sourcing lifecycle for initiatives of intermediate to advanced level of complexity.
- Solid skills in supplier performance management.
- Basic project management skills highly desired.
- Intermediate to advanced application skills in Microsoft Word, Excel, and PowerPoint.
- Ability to build agreement and positively influence team outcomes.
- Ability to work with and manage confidential information.
- Ability to negotiate and persuade others.
