Job Description:
The Accounting Manager oversees accounting operations within the Finance Department. This position is responsible for ensuring the accuracy, timeliness, and compliance of financial processes, managing staff activities, and supporting both departmental and organizational goals. The Accounting Manager will collaborate with other departments to foster a high standard of customer service and continuous improvement.
Key Responsibilities:
- Oversee, review, and approve the timeliness and accuracy of account reconciliations, journal entries, audit work paper preparation, financial reporting, and data analysis of assigned staff and other finance department members.
- Manage the preparation, scheduling, and accuracy of debt payments, including associated accounting entries and schedules.
- Enforces existing internal controls and policies and provides recommendations for updates to the Assistant Finance Director as needed.
- Identify, recommend, and assist or manage the implementation of process improvements to increase efficiency and effectiveness within the department.
- Assist the Finance Director and Assistant Finance Director with reviewing and preparing audit deliverables.
- Support end-of-year and periodic financial close processes, ensuring accurate financial reporting.
- Supervise, schedule, and coordinate the activities of assigned finance staff to ensure productivity and alignment with department and City goals.
- Ensure compliance with federal, state, and local regulations, including Single Audit requirements, bond covenants, and grant agreements.
- Review and approve the work of assigned staff members to ensure accuracy and compliance with established policies and procedures, including responsibilities related to accounts payable, payroll, manual invoicing, and deposits
- Monitor departmental workflows and project timelines to ensure deadlines are met effectively and efficiently.
- Provide leadership, feedback, and direction to financial staff, fostering an environment that supports professional growth, accountability, and adherence to financial reporting standards.
- Collaborate with other city departments, external vendors, and stakeholders to provide exceptional customer service and ensure cross-functional support for financial needs
- Foster a culture of accountability, integrity, transparency, and continuous improvement within the Finance Department, supporting departmental and city-wide goals
- Develop and deliver training and guidance to staff on accounting practices, financial systems, and compliance standards.
- Prepare and present periodic reports on financial metrics, department performance, and or compliance updates for management review.
- Assist in the development, review, and monitoring of departmental and organizational budgets as needed.
- Participate in special projects and initiatives to support the City's financial goals and long-term planning objectives.
- Perform other related duties as required or assigned by the Assistant Finance Director or Finance Director.
Qualifications:
- Education & Training: Bachelor's degree from an accredited college or university in Accounting or Finance required. Advanced degree preferred. Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) is highly desirable. Minimum of 5 years of progressively responsible experience in accounting or finance, with supervisory experience.
- Knowledge of: Thorough knowledge of GAAP, GASB standards, and relevant compliance regulations for municipalities. Strong analytical, organizational, and communications skills with a commitment to high standards of accuracy and integrity. Proficiency in financial software systems and Microsoft Office Suite (Excel, Word, PowerPoint). Strong leadership skills and the ability to supervise. Incode or Tyler financial systems knowledge is highly desirable.
- Skills/Abilities: understand and follow complex oral and written instructions and technical terminology; work accurately with numerical detail; perform accounting procedures in an orderly manner; analyze, present, and interpret accounting data clearly; demonstrate proficiency in both oral and written communication; use independent judgment and initiative; and establish and maintain effective working relationships with co-workers, other city employees, banks and brokers, financial advisors, auditors, vendors, and the general public; and maintain appropriate necessary certifications.
- Safety/Physical Requirements: may be required to carry, hold, lift, pull, or push items or supplies with a maximum weight of thirty-five (35) pounds.
- Certifications & Licenses Required: Must be bondable and possess a valid Texas Driver's license.
