Position Summary

SOS Managers are responsible for leading teams and managing budgets, assets, projects and ensuring compliance with regulatory requirements. Managers and their teams are responsible for dam safety, hydroelectric power generation, asset management and safe, efficient delivery of raw water to Denver Water treatment plants and other customers. Managers ensure a high level of internal and external planning, coordination and leadership with other units, divisions, outside agencies and the public and ensure continuous development of high performing teams to exceed customer expectations.

Supervisory Responsibilities

This position may have formal supervisory responsibilities over other employees or lead project orientated teams.

Essential Duties and Responsibilities
  • Recruit, interview, on-board, train and coach assigned personnel. Manage annual performance reviews, training, and career development. Address all personnel issues and administer corrective action when appropriate.
  • Prepare and administer annual operations and maintenance budget and assist in development of capital improvement plans and long-term forecasts. Provide accurate monthly budget forecasting. Manage procurement and requisition of supplies and materials and act as contract administrator as assigned.
  • Manage efficient use of staff and resources across assigned district, coordinate with other districts, sections, and divisions to ensure the highest levels of customer service.
  • Ensure compliance with all dam safety regulations, protocols, and procedures. Understand and be prepared to implement emergency action plans (EAPs) to ensure public safety, certify plans are up to date and personnel are trained in their use.
  • Understand how the business operates and is knowledgeable in current and possible future practices, trends, technology, and information affecting the business. Stay up to date on contemporary project and asset management principles, practices, and procedures.
  • Coordinate with other Denver Water sections and provide operational insight, comments, and expertise on capital and operating projects. Stay up to date on contemporary project management and asset management principles, practices, and procedures within the water utility industry.
  • Utilize continuous improvement methodologies and resources to create efficient and sustainable workflows and processes.
  • Participate in the development and implementation of organization, division and section goals, objectives, policies, and priorities. Support, recognize and celebrate related individual and team accomplishments.
  • Ensure, safe, efficient hydroelectric power plant operation and maintenance, compliance with all FERC requirements, regulations, and reporting.
  • Perform related work as required.

SOS Manager - Asset Management Program & Business Operations
  • Assist with operational budget planning, forecasting, reporting, and analytics.
  • Administer contracts, invoicing, and business operations across the Collection System.
  • Manage procurement of materials, supplies and services. Develop RFPs with Procurement and ensure all internal processes for competitive selection are followed.
  • Interact with vendors, suppliers, customers and other internal and external stakeholders to ensure efficient business operations and delivery of raw water.
  • Conduct business and technical analyses to identify and prioritize resources; manage the implementation of new projects to adapt to and leverage evolving technologies.
  • Assist with developing and reviewing SOPs and other technical information to support efficient operations.
  • Identify and recommend process improvements with continuous improvement mindset.
  • Provide management support throughout all SOS districts achieving continuity of operations.
  • Act as liaison and ambassador for safety programs, provide training, develop documentation and ensure compliance with safety protocols and procedures.

  • Develops and manages Section wide asset management projects and programs including but not limited to,
  • Diversion Inspection Program
  • Valve & Gate Inspection Program
  • Siphon Inspection Program
  • Bridge Inspection Program
  • Conduit Inspection Program
  • Dam and Tunnel Inspection program
  • Represent the Collection System in organizational asset management activities, rapid improvement events and value streams.
  • Act as liaison with Dam Safety engineering, develop and improve inspection programs, operator training and asset management programs.
  • Stay up to date on contemporary project management and asset management principles, practices, and procedures within the water utility industry.
  • Participate in the development and implementation of goals, objectives, policies, and priorities.
  • Lead and coordinate asset management initiatives and planning across the entire Collection System.
  • Prepare and deliver technical and oral reports, tracking the performance of raw water assets, evaluating capacity needs, and assessing the effectiveness of asset management strategies.
  • Develop asset maintenance and replacement programs in coordination with organizational standards and programs.
  • Maintain and oversee asset registry, update and remove assets as required.
  • Coordinate with Engineering Specialist and Work Planner to develop business cases and asset replacement schedules.


Minimum Qualifications

Education and Experience
  • Bachelor's Degree from an accredited college or university in Business or Public Administration, Engineering, or related field.
  • Minimum 6 years of related work experience and 3 years supervisory experience and/or project management.
  • Any equivalent combination of certifications, education, or experience that provides the required skills, knowledge, and abilities for the position.

Licenses, Registration, and Certifications
  • Hydro Electric Power Plant Operator Certification is required within 12 months of hire.
  • Must be able to possess and maintain a valid Class 'R' Colorado driver's license and have a satisfactory driving record.
  • FEMA ICS 100, 200, 300, 400, 700, 800 within 18 months of hire.


Respiratory Protection Testing
  • This position is subject to respiratory protection testing as directed per Denver Water Physician.
