The Project Manager will beresponsible for the full range of tasks associated with each majorsustainability related multifamily project from initial concept throughconstruction completion, and lease-up, if necessary. The Project Manager will also be responsible foroverseeing the implementation of sustainability and resilience projects atexisting communities and guiding the sustainability and resilience goals of newconstruction projects. This is a newmulti-disciplinary Project Manager role, reporting to Vice President, Strategyand Sustainability, and working with both Real Estate Development and AssetManagement teams.

TheProject Manager will manage the real estate project execution, includingentitlement, financing and construction of affordable housing properties,working closely with government staff, lenders, partners and consultants. Thisrole prepares financial projections and applications, identifies andcoordinates the work of the project team, including the design, construction,legal and financing specialists. TheProject Manager will be a hard-working, smart, creative and conscientious teamplayer.

Essential Functions:

Sustainability

  • Serve as green building Project Manager and internalSustainability Consultant for multiple diverse and concurrent projects
  • Lead meetings and guide discussion among design andconstruction teams regarding sustainability goals, strategy, challenges, andprogress
  • Evaluate building code and rating systems - particularlyLEED, NGBS, and various jurisdictional adoptions of the International GreenConstruction Code (IgCC)
  • Conduct collaborative workshops with design practitioners toprovide expert guidance on LEED credit documentation
  • Review and provide comments on drawings, specifications,standards, construction plans and submittals, operational policies, and leasesfor conformance to owner's and/or jurisdiction's high-performance buildingrequirements
  • Independently document or assist design and constructionteams in completing documentation for certification or code compliance
  • Stay abreast of the latest green and/or high-performancebuilding laws across multiple jurisdictions, green building technologies,sustainability issues, and supporting science
  • Establish and maintain professional partnerships with designpractitioners across a wide range of disciplines, including mechanicalengineers, architects, civil engineers, landscape architects, generalcontractors, energy modelers, solar designers, and renewable energy assetmanagers

Feasibility, Entitlement, and Design

  • Coordinate the work of the project team,including sustainability consultant, architect, attorney, engineering andenvironmental services, general contractor, etc
  • Coordinate the development process frompredevelopment and acquisition, through site plan review, design and permitting
  • Prepare project pro formas to assessfeasibility and present to potential funders, investors, and partners
  • Assist with financial closings, duediligence, monitoring progress and checklists, and assuring timely completionof all steps required for a successful transaction and handling related post-closing obligations
  • Prepare periodic reports for staff andboard members regarding pipeline and active projects
  • Leverage financial, political andcommunity support for projects. Work with neighborhood groups and governmentstaff to secure regulatory approvals

Financing & Construction

  • Prepare applications for projectfunding, including pre-development, construction and permanent financing andsubmit related applications and documentation as required by lenders/funders
  • Oversee financing, from application to closing
  • Oversee and coordinate the team throughconstruction, monitor the schedule, cost and quality of work
  • Monitor compliance and tenant-relatedissues through lease-up and coordinate legal and accounting support as needed
  • Assist with preparation of constructiondraw requests as needed and submit status reports to funders as required.Prepare close-out reports for property management and asset management

Portfolio & Operations Support

  • Collaborate and provide internalconsultation with other teams for occasional special projects
  • Other duties as assigned

Knowledge, Skills & Abilities

  • Experience with federal, state and localhousing and energy programs and funding sources, including DOE, the Low-IncomeHousing Tax Credit, bonds, FHA, GSE's, HOME and CDBG, and ability to run pro formas including these sources asrequired for projects
  • Experience with federal, state and localsustainability programs and funding sources
  • Capacity to effectively manage thedevelopment team, including legal, finance, design and construction. Priorexperience in any of these fields is a plus
  • Able to successfully coordinate amulti-faceted project. Demonstrated ability to manage detailed task lists andto meet budgets and deadlines
  • Eager to learn new skills and mastercomplex development assignments. Strong organizational skills, self-startingand self-directed work habits. Detail-oriented
  • Good oral and written communicationskills, including ability to make presentations to civic leaders, residents and neighbors
  • Able to walk around properties andconstruction sites, including climbing stairs and navigating sites with limited access. Local travel in the DC metro area required
  • Superior proficiency in computersoftware, including Word, Excel and Power Point
  • Responsive to direction and supervision

Education and Experience Requirement

  • Minimum of a BA/BS in real estate,planning, finance, or other related discipline. Graduate degree preferred
  • 3-7 years of real estate developmentexperience, preferably with some experience with affordable and mixed-income housingprojects and sustainability projects

  • Familiarity with green building designand certifications such as Enterprise Green Communities, LEED, or Passive House
  • Familiarity with energy efficient HVAC solutions and energy management systems

  • Demonstrated proficiency with Microsoft Word / Excel /Outlook / PowerPoint
  • Skills in preparing and analyzingfinancial models and working with complex Excel spreadsheets essential. Demonstrated experience preparing development budgets and financialprojections
  • Knowledge of construction, property operations and otherapplicable fields also desirable
  • Excellent written, oral, and interpersonal communicationskills
  • Demonstrated organizational, project management, and workplanning skills
  • Ability to be flexible and adaptable in a fast-paced workenvironment. Ability to workindependently

Salary range for this position is$110,000-$130,000, depending on experience.
