Advertised Job Summary

The Director serves as the chief official for all campuses in the University of South Carolina System. The Director is responsible for capital planning, design and construction of all capital construction, renovation, repair and maintenance projects across the USC System. The Director is also responsible for space management, leases and purchases of real property and code certification for the University within the limits set by the State.

Job Related Minimum Required Education and Experience

Requires a bachelor's degree in a job related field and at least 10 years of job related experience, including some prior management experience. Typically reports to an Associate VP or VP.

Required Certification, Licensure/Other Credentials

Preferred Qualifications

Professional licensure, and/or a Master's degree in architecture or engineering, and minimum 20 years of experience is preferred.

Knowledge of large facility systems including architectural, structural, mechanical, electrical, and plumbing; of an organization's mission, programs and objectives; of an organization's structure, the people who manage the work, and the processes applicable to government work; of management principles; of applicable codes and compliance requirements; and of participatory work practices.   • Serves as Director of the Facilities, Planning, Design and Construction department by providing management oversight and strategically analyzing the capital needs of all campuses in the University System to conceive, prioritize and determine funding for capital projects.
  • Management will include planning, design, bidding, construction, punch list, warranty period issues, and close-out phases of all capital projects.
  • Administers system-wide campus master plans by directing preparation, coordination and updating of long and short-range plans.
  • The director will supervise an assistant director(s) to implement and maintain project management work plans, operational processes, and measures.
  • The director will coordinate project work with internal and external agency personnel; maintain knowledge of and implement University and industry requirements, procedures, and standards; maintain knowledge of the Department's mission and establish goals in support of the same.
  • The director will have primary responsibility for creating policies, procedures and standards relating to the execution of all aspects of capital projects.
  • The director will identify and implement innovative permissible procurement and contract management strategies to achieve project success.
  • Supervises staff to implement capital project documentation for internal and external approvals, space management, and real property management to include leases and property acquisitions.
  • Provides ultimate oversight of external architectural and engineering firms contracted by the university for all capital projects.

  • Provides professional expertise by communicating with senior leadership including the Assistant Vice President for Planning, Design and Construction and the Vice President of Facilities and Transportation.
  • The director will serve on the university committees COPS and SNAP and others as required providing guidance and professional recommendations for strategy related to capital projects. Advisory communication with other groups, including but not limited to, the Board of Trustees, university administration, system campus leadership, other departments, neighborhood associations, city and county committees and staff, and others as required.
  • Reviews, develops industry standards for products, equipment, and work performance; researches "best practices" and performs benchmark analyses with organizations such as APPA and other standards applicable to higher education.
  • Develops metrics to measure performance and supervises the assistant director in the gathering of data. Provides regular reports for the Assistant Vice President and the Vice President. Uses FAMIS and PeopleSoft to research data and conduct statistical analyses. Use AssetWorks/AIM and Bluebeam.
  • Attend meetings, conferences and training events; representing the University with various media venues; develops organizational models to provide effective services by determining necessary resources.

  • Provides daily leadership to the assistant director(s) of Planning, Design and Construction and personnel in the department.
  • Develops goals, priorities, budget plans, skills training regimens and regular communications to hold personnel accountable for performing work tasks in a safe, productive and cost effective manner.
  • Monitors productivity and work assignments.
  • Drafts and reviews contracts and takes a leadership role in resolving contractual issues. Is responsible for completing Employee Performance Management System documents and coordinating with the Department of Human Resources for all personnel actions.
  • Develops and maintains staff training manuals and metrics. Reviews staff training periodically. Maintains University code certification through judicious hiring and/or staff reallocation to ensure compliance with Office of State Engineer requirements and coordinates with the OSE for specific projects and procurement issues.
  • Provides training opportunities to ensure a high level of expertise is maintained within the department.

Job Duty
  • Develops and maintains metrics and reporting structure for campus partners, AVP, Administration, Board of Trustees, and system-campus leadership. Coordinates with Communications staff to create project related notices for campus faculty, staff and students, as necessary.
  • Meets with campus representatives at any/all levels, as necessary, to address questions, concerns, complaints or any other issues with emphasis on leadership in the Academic units including deans and department chairpersons, Student Services, and Athletics, to maintain positive campus client relationships.
  • Develops and maintains procedures for feedback regarding departmental actions and customer satisfaction.
  • Acts as a liaison with Facilities Maintenance and Operations on non-capital projects that involve planning, design and construction by communicating with Operations and Maintenance administration, trades managers, trades specialists and contractors and other units as necessary. Represents the Planning, Design and Construction Department, occasionally in place of the AVP, and assists with decision-making and problem-solving high-level issues related to capital planning and projects across all system campuses.
