Job Summary
This position assists the Assistant Director of Management Services with the daily operations related to the city's debt portfolio, debt management functions, and other special projects. Coordinates aspects of the debt management program, including developing the tables and reports for notices of intent, official statements, and continual disclosure reports. Daily activities include ensuring successful accounting, tracking, reconciling, and forecasting for debt repayment. This includes providing friendly and responsive customer service.

Job Summary

Essential Job Functions
- Assists in the development, preparation, management, and reporting of the City's multimillion-dollar debt financing portfolio.
- Prepares documents related to all phases of debt financing, including collaborating with various internal and external parties to coordinate bond sizing, debt structuring, official statement preparation, debt payments, debt tracking, debt repayment, and legal compliance.
- Supports annual budget process by providing outstanding debt service schedules and projections.
- Assist in annual external audit by completing year-end journal entries, reconciliations, and creating related reports and tables. Replies to various audit requests for compliance.
- Review and track bond proceeds and expenditures and analyze them for compliance with bond covenants and legislative requirements.
- Works with City consultants such as bond counsel, disclosure counsel, financial advisor and underwriters to develop solutions to capital finance issues and to achieve compliance with all state and federal statutory requirements for bond issuance and reporting.
- Prepares fiscal impact analysis related to proposed legislation and economic development programs related to debt, capital projects, and other revenue sources pledged for debt repayment, such as property tax, sales tax, utility revenue, and other pledged revenues.
- Supports the department's goals through cooperation, transparency, and accountability.
- Allother duties as assigned by the Director and Assistant Director of Management Services.
- Regular and dependable attendance is required.
Minimum Qualifications
Any combination equivalent to experience and training that would provide the required knowledge,skills,and abilities may qualify. A typical way to obtain the knowledge, skills, and abilities would be:
- Education: Bachelor's degree in Business, Finance, Accounting, Economics or a related field.Mastersor advanced degree is preferred.Proven knowledge of GASB, MSRB, PFIA, and other governing laws or standards.
- Experience: Three to five years of experience in municipal government in budgeting, financial analysis, debt management, accounting, treasury, or other related field. Municipal Finance experience preferred.
- Licenses: A valid Texas Driver's License is required.
- Certifications Required: CGFO or CPFO or similar certification preferred. Ability to attendand attain mandatory training for Public Funds Investment Act within 12 months of appointment and maintain continuing education hours as required.
