Job Responsibilities
The Financial Aid Manager II is responsible for overseeing and managing the financial aid process, ensuring compliance with federal, state, and institutional policies. Provides supervision, training, and guidance to financial aid staff while managing the distribution of financial aid funds. Works closely with other departments to develop financial aid strategies that support recruitment and retention goals while ensuring that financial aid policies are followed. Requires strong attention to detail, a commitment to customer service, and the ability to analyze data for continuous improvement.

Minimum and Additional Requirements
State Minimum Requirements: Bachelor's degree and financial aid or related experience. Must have a valid driver's license. NETC Preferred Requirements: Bachelor's degree plus 2 years financial aid or related experience.
Preferred Qualifications
Considerable knowledge of individual counseling, admissions procedures, and computer systems. Ability to establish and maintain effective working relationships with students, their families, faculty, staff, administrators, and the general public. Ability to make independent decisions based upon judgment and interpretation of policies. Ability to set and meet standards that reflect positively on the mission of the college. Ability to supervise and evaluate personnel, develop budgets, monitor expenditures, and communicate effectively, both orally and in writing. Certified Financial Aid Administrator (CFAA) certification is preferred.
Additional Comments
Minimal supervision provided by the CFO/Director of Finance. The individual in this position must be self-motivated. Must be able to manage a diversity of programs with minimal supervision. May be required to work some evenings. Occasional overnight travel may be required for attendance at professional associations, trainings, meetings, and workshops. Ability to lift 25 pounds.

Job Functions for the Financial Aid Manager II
- Supervises financial aid office staff, ensuring that all job duties are completed effectively and efficiently, including the operation of the Federal Work-Study (FWS) Program. Provides guidance, support, and resources to ensure staff meet performance standards and contribute to the achievement of departmental goals; Performs the full range of supervisory duties, including approving timesheets, managing leave requests, and ensuring compliance with departmental and institutional policies; Oversees the Employee Performance Management System for subordinates, including conducting probationary and annual performance reviews, setting performance goals, and providing feedback for continuous improvement; Manages financial aid contracts and contractors, overseeing contract execution, coordinating to maintain project schedules, and monitoring progress to ensure timely completion and alignment with established goals; Develops manuals and provides training and professional development opportunities for staff within the Financial Aid Office to enhance knowledge, skills, and ensure compliance with current regulations.
- Responsible for processing, awarding, and distributing federal, state, and institutional financial aid in accordance with all regulations. Reviews documentation submitted by students selected for verification and makes necessary adjustments or corrections; Recommends and implements policies and procedures for all federal, state, and institutional student aid programs, including but not limited to the Federal Pell Grant, Federal Supplemental Educational Opportunity Grant (FSEOG), State Need-Based Grants, institutional scholarships, Federal Work-Study, and other institutional or private financial assistance programs; Checks and maintains the Department of Education's G5 account related to Financial Aid, ensuring all required transactions and reporting are accurately completed; Serves as a liaison with external financial aid agencies, vendors, and government bodies to ensure smooth communication and compliance with regulations; Ensures accurate and timely submission of required federal and state financial aid reports, including IPEDS, CERS reconciliation, and FAFSA verification processes.
- Coordinates and directs the use of electronic technology and data processing needs for the financial aid office. Manages all reports and student information, ensuring that systems are operating effectively; Performs all required Return to Title IV aid recalculations and oversees the annual computer programming setup in Colleague for financial aid processing and awarding; Prepares fund management reports to ensure the proper utilization of funds and administrative cost allowance for FISAP/FISOP reporting.
- Develops and manages the financial aid budget to ensure alignment with institutional goals and objectives; Monitors financial aid expenditures, ensuring accurate records of all financial aid transactions, including federal work-study, grants, loans, and other financial aid disbursements.
- Counsels students and prospective students regarding financial aid programs, eligibility requirements, the application process, and Standards of Academic Progress (SAP). Plans and conducts financial aid workshops for area high schools, civic organizations, and churches as requested; Provides clear guidance and support to students and families, ensuring they understand their financial aid eligibility, award packages, and application processes.
- Performs other duties as assigned to support the vision, mission, and values of the institution.
