ROLE AND PURPOSE: Serving as a member of the Superintendent's Cabinet, the Chief Schools Officer is a strategic leader responsible for ensuring continuous school improvement and enhancing the effectiveness of each of our schools. Leading the Office of School Leadership, this position plays a critical role in building the capacity of campus principals and administrators to provide strong instructional leadership and a collaborative culture of excellence. This leader possesses knowledge of effective school leadership, high quality professional learning, and quality school indicators. By establishing partnerships across departments, the Chief Schools Officer promotes the vision, goals, and values of the district while relentlessly pursuing exceptional experiences for each and every student in Arlington ISD.

MAJOR RESPONSIBILITIES AND DUTIES:
I. INSTRUCTIONAL MANAGEMENT
Provides leadership and support to ensure the effective implementation of the district's curriculum, instruction, and assessment expectations. Collaboratively establishes clear measurable achievement goals/targets and provides leadership in the development and implementation of effective district, department, and campus improvement efforts. Provide leadership in the development of district and campus systems to ensure the use of instructional best practices and monitor their impact on student outcomes. Works with appropriate staff to ensure a horizontal and vertical instructional alignment among schools. Serves as or is responsible for overseeing the District Coordinator of School Improvement and serves as or designates a department liaison with the Texas Education Agency's (TEA) state and federal accountability office. Proves effective in communicating district policy, goals and guidelines to Executive Directors and principals.
II. SCHOOL/ORGANIZATION CLIMATE

III. SCHOOL/ORGANIZATIONAL IMPROVEMENT
Maintains a relentless focus on improving student outcomes and provides leadership to the department and principals to maintain focus on critical success factors. Works collaboratively with others in developing and pursuing Arlington ISD's district goals. Analyzes, reflects upon, synthesizes, and contextualizes relevant data and information to inform insights and drive actions. Effectively designs, executes and manages short-term and long-range plans that are focused on actions designed to meet department and organizational goals and objectives. Models' continuous improvement and participate in the generation, experimentation and implementation of new approaches that challenge the status quo. Collaborates with other leaders to ensure effective district and campus improvement plans that align with the strategic direction of the district. Collaborate with Chief Academic Officer to ensure professional learning opportunities for campus leadership and instructional staff support district and campus improvement efforts. Collaborate with Chief Academic Officer to ensure continuous improvement in the student experience and academic outcomes. Differentiate resources and support to schools in accordance with district and campus improvement efforts. Leverage the resources of Central Office departments and teams and coordinate their delivery in the best interests of principals, their leadership teams, and campuses. Lead and champion efforts to ensure exceptional learning experiences for each and every student. Regularly monitor schools' performance and provide feedback to assist in developing principal leadership capacity and the schools' progress toward implementation of AISD's strategic plan goals. Collaborate with leaders throughout the organization in developing communication systems that ensure the smooth flow of information (both vertically and horizontally), enable energy to be concentrated on the highest-priority goals for each school, and ensure best practices are shared across schools.
IV. ADMINISTRATION AND FISCAL MANAGEMENT
Defines the program and fiscal needs in the budget development process to ensure that fiscal resources address the vision, values, and priorities of the district. Demonstrates responsible fiscal control over assigned program budgets. Supports the Finance department and Executive Directors in ensuring responsible fiscal guidance to campuses in the district. Identify, recruit, and engage in the selection process of new principals able to successfully lead school improvement efforts. Actively develops others towards goals through use of timely and constructive feedback, targeted professional learning, personalized coaching, and recognition of accomplishments and strengths. Establishes department systems for and effectively implements routine high quality coaching practices with department and campus leadership to promote practices resulting in an improved student experience. Ensure alignment between principal coaching and supervision with the district's vision, values, and priorities. Ensure effective supervision, coaching, and capacity building for campus principals and an effective principal leadership pipeline. Provides frequent, actionable feedback to Executive Directors in improving in their coaching practice for principal capacity building. Ensures appropriate supervision of principals that empowers leadership. Secures consultants, specialists and appropriate community resources for principals and instructional staff to assist in attaining district and/or objectives.
V. STUDENT MANAGEMENT
Collaborates with district and campus leaders to ensure a safe and productive learning environment for every student. Promotes district and campus expectations for student conduct and responds to parents regarding the importance of student responsibility. Ensures plans for improved student behavior that reflect enhanced opportunities for learning and a standard of excellence. Collaborate with district and campus staff to ensure the effective implementation of the District's Social Emotional Learning (SEL) framework in schools.
VI. SCHOOL/COMMUNITY RELATIONS
Articulates the district's vision and priorities to the community and solicits community support in organizational improvement. Fosters meaningful relationships with families and community stakeholders to create a strong neighborhood structure to support the learning of all students. Demonstrates awareness of school/community needs and initiates activities to meet those identified needs. Emphasizes and nurtures two-way communication between the school and community. Projects have a positive image to the community. Attends School Board meetings/work sessions; and prepares and presents reports for the School Board as requested.
VII. PROFESSIONAL GROWTH AND DEVELOPMENT
Collaboratively develops and implements department and campus leadership professional learning in alignment with all district departments. Uses information provided through assessment instruments, the district appraisal process, coaching and evaluative feedback from supervisor to improve performance. Strives to improve leadership skills through self-initiated professional learning activities. Utilizes information and insights gained in professional learning opportunities for self-improvement. Disseminating ideas and information to other professionals provides leadership in addressing the challenges facing the profession. Maintains current research-based best practices.
VIII. SUPERVISORY RESPONSIBILITIES
The Chief Schools Officer shall supervise and appraise Executive Directors in the Office of School Leadership and other assigned staff. Meets regularly with department staff and campus leadership to promote professional growth and development, discuss goals and objectives, and to collaboratively develop professional improvement plans.
IX. MISCELLANEOUS
Performs other duties as may be assigned by the Superintendent of Schools.

QUALIFICATIONS:
Education/Certification:
- Master's Degree from an accredited institution
- Administrator's Certificate issued by Texas Education Agency
- Doctorate Degree preferred
Minimum Experience:
- Five years of progressive, responsible, successful experience at campus and/or central administration level required; preferably experience at multiple levels - elementary school, junior high/middle school and high school.
- Previous principal experience required.
SPECIAL KNOWLEDGE AND SKILLS:
- This position requires a thorough knowledge of the principalship coupled with experience leading effective, strategic system-wide changes.
- This position requires strong instructional expertise that keeps up to date on instructional administration techniques, educational research, programs, and state- and national-level analyses. In so doing, this leader evaluates promising findings to consider incorporating into the local organization.
- This position requires thorough knowledge of the Texas Education Code, thorough understanding of curriculum and instruction and a keen, working knowledge of other student-related services.
- Advanced skill levels are essential in oral and written communication, interpersonal and public relations, collaboration enhancement, facilitation in group decision making, general management, and organizational effectiveness.
- This position also requires knowledge of the Science of Teaching Reading, standards-based mathematics, Texas Essential Knowledge and Skills (TEKS), accreditation, state and federal accountability frameworks.
- Other important abilities include the use of computer technology in administrative and education settings, problem-solving, capturing salient points from a mass of information, and motivating staff.
- Ability to design and present information to the Board of Trustees and other stakeholder audiences.
