We are seeking an experienced Business Analyst (BA) with Deputy Project Manager capabilities to join a fast-paced IT project supporting a high-profile federal customer. This role is ideal for someone who thrives under pressure, excels at managing shifting priorities, and enjoys working at the intersection of technology, business processes, and customer engagement. You will work alongside the Project Manager to ensure day-to-day execution across multiple workstreams while proactively engaging stakeholders, facilitating solution development, and driving process improvements. Your ability to think strategically, manage ambiguity, and lead from the front will directly contribute to the project's success.

Key Responsibilities:
- Serve as the right hand to the Project Manager, providing support on project planning, risk management, deliverable tracking, and stakeholder communications.
- Act as a liaison between users, technical and functional teams, and stakeholders, ensuring requirements are understood, documented, prioritized, and refined through agile delivery cycles.
- Lead and facilitate Agile ceremonies (sprint planning, stand-ups, retrospectives) with minimal PM oversight.
- Lead requirements gathering sessions, business process analysis, gap assessments, and impact analyses.
- Lead change management activities and ensure timely adaptation to evolving customer priorities.
- Track and report on project status, key risks, and metrics, ensuring transparency with stakeholders and helping guide decision-making.
- Support the PM in managing competing customer priorities, mediating conflicts, and aligning stakeholder expectations.
- Prepare and review briefings, reports, and executive summaries for internal and customer use.
- Proactively identify bottlenecks or inefficiencies and recommend actionable solutions.
- Assist in managing contract deliverables and performance metrics to ensure high-quality outcomes.
- Ensure documentation, backlog grooming, and reporting are kept up-to-date and accurate.
- Support the PM in broader programmatic and strategic goals.
- Provide mentorship or guidance to junior team members where appropriate; serve as a role model for proactivity and ownership.
Required Qualifications:
- 5+ years of experience as a Business Analyst in Agile/Scrum environments, ideally in federal software development programs
- 2+ years of demonstrated project management experience
- Strong command of JIRA and ability to manage changing requirements, scope, and priorities in high-stress situations.
- Proven experience leading Agile ceremonies and independently driving all stages of DevOps to include requirements gathering, backlog grooming, and delivery tracking.
- Exceptional organizational skills; ability to work independently and own deliverables with minimal supervision.
- Exceptional written and verbal communication skills; capable of distilling complex concepts into clear, actionable content.
- Demonstrated experience leading large, cross functional teams to implement new products or procedures.
- Must hold an active Secret clearance
Preferred Skills:
- Prior experience acting as PM or Deputy PM highly desirable
- PMP certification highly desirable
- Background in software development projects (as opposed to business process reengineering or helpdesk)
- Familiarity with ITSM/ServiceNow environments is a plus, but not required
