Senior Manager: Research

JOB SUMMARY
Conducts educational research and analyzes data upon request by the Board of Education, central office staff, and/or school-based staff. Serves on numerous committees involving the analysis of student or school system performance data; Reviews all internal and external requests to conduct research in the Anne Arundel County Public Schools based upon Board of Education policy and guidelines; Conducts ongoing item analyses of locally developed benchmark items; Evaluates the effectiveness of implemented programs. Explores available research to consult/advise decision makers on systemic/school-based initiatives.

ESSENTIAL DUTIES/RESPONSIBILITIES
  • Creates and analyzes all Board of Education and school system data requests.
  • Reviews and evaluates all requests to conduct research in order to determine the degree to which each request supports the school system's instructional initiatives and adheres to FERPA guidelines.
  • Prepares and presents technical reports that are designed to address specific instructional or school district issues or initiatives.
  • Lead or serves as an advisor on a variety of committees.
  • Manages the work of the Research Team.
  • Collaborates with Central office leader on a variety of initiatives aligned to school system goals.
  • Designs and implements research projects for the purpose of assessing school system Programs and monitors the school system goals and indicators.
  • Manage and trains users on the district's historical data warehouse (Analytics & Insights).
  • Prepares and administers the Research Office's budget in support of professional activities including workshops and in-service activities, materials and travel.
  • Performs other related duties as assigned within the same classification or lower.

Education
  • Bachelor's Degree in Educational Research or a related field of education from a regionally accredited college or university required;
  • Master's Degree in related field of education from a regionally accredited college or university preferred;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Experience
  • Seven (7) years professional experience in educational research and/or assessment; required; and
  • Five (5) years management experience required;
  • Experience in determining areas of needed research; designing research; gathering and organizing data including the selection or development of appropriate instruments preferred;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Knowledge, Skills, Abilities and Other Characteristics
  • Expert knowledge of research and assessment related computer software and reporting formats.
  • Thorough knowledge of the uses and limitations of the various standardized assessments available.
  • Ability to select and use appropriate analytical and statistical techniques.
  • Ability to analyze and interpret results and to communicate results and conclusions to decision-makers in a clear and concise fashion.
  • Ability to select or develop achievement measures for County programs and to summarize and analyze test results.
  • Familiarity with data systems such as Educational Data Warehouse (EDW), Performance Matters, PowerSchool, and the Student Testing Information System (STIS).
  • Ability to create a positive environment that value respects and leverages all employee talents while providing fair advancement for all employees.
  • Demonstrated ability to effectively work and communicate with diverse populations.
  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred).
