The Position
Are you a housing professional ready to work on important affordable housing projects and programs? Are you a solutions-oriented self-starter with the ability to perform at a high level and make an impact in the community? If so, the City of San Leandro invites qualified professionals to apply for this exciting opportunity to join our team as a Housing Program Specialist I/II. In this role, you'll perform and manage complex research and project management work involving affordable housing development, preservation, and policy implementation. There are currently two vacancies for this role.
The San Leandro Community Development Department is a dynamic and high-functioning team responsible for development services, economic development, and housing programs. The Department is comprised of five divisions that work together to advance the community's vision and City Council's adopted plans and policies: Building and Safety, Community Preservation, Economic Development, Housing Services, and Planning Services. Definition: Under general supervision (Housing Program Specialist I) or direction (Housing Program Specialist II), assists in the implementation, administration and monitoring of City housing projects, programs, and activities; performs administrative and analytical work in support of areas of assignment; presents program information to various groups and responds to inquiries; ensures project and program compliance with requirements; and performs related duties as assigned.
Distinguishing Characteristics:
Housing Program Specialist I: This is the entry-level classification in the Housing Program Specialist series. Initially under close supervision, incumbents learn and perform routine programmatic support duties in the implementation, administration, and monitoring of City housing programs. As experience is gained, assignments become more varied and complex; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Housing Program Specialist II: This is the journey-level classification in the Housing Program Specialist series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions in the Housing Program Specialist class series are flexibly staffed; positions at the Housing Program Specialist II level are normally filled by advancement from the Housing Program Specialist I level; progression to the Housing Program Specialist II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Housing Program Specialist II level.
Supervision Exercised and Received:
Exercises no direct supervision over staff. Receives general supervision (Housing Program Specialist I) or direction (Housing Program Specialist II) from assigned supervisory or management personnel.

Qualifications
Experience and Education Guidelines:Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Education: Equivalent to a bachelor's degree from an accredited college or university with major coursework in public or business administration, public policy, community development, social work, social sciences, urban studies, urban/regional planning, or a related field.
Experience:
Housing Program Specialist I: One (1) year of experience monitoring, administering, and evaluating housing, community, and/or social service programs or projects.
Housing Program Specialist II: Two (2) years of increasingly responsible housing and community development experience equivalent to the City's Housing Program Specialist I.
Licenses, Certificates and Other Requirements: Possession and continued maintenance of a valid class "C" California driver's license if operating a motor vehicle is necessary to perform the essential functions of the position.

- Assists in the implementation, administration, monitoring, and expansion of City affordable housing programs, projects, and activities; develops and implements strategies based on overall program and department goals and objectives.
- Monitors the City's affordable housing programs and projects for compliance with local, state, and federal regulations, including establishing reporting procedures, maintaining financial records, and processing reimbursement requests.
- Interprets state, federal, and local regulations in relation to assigned programs and projects; ensures programs, projects, and activities are in compliance with all regulations, requirements, and guidelines.
- Prepares and presents a variety of reports, including compliance and activity report, and reports on special issues; establishes reporting procedures; maintains program and financial records.
- Assists and coordinates with City staff on programs and activities related to use and administration of affordable housing funds, including follow-up on projects assigned to other divisions and departments.
- Provides technical assistance to City Council, staff, management, and various boards, and public and private agencies and community members; responds to department, agency, program, and project inquiries.
- Assists in the preparation and administration of affordable housing and community development plans, reports, contracts, and agreements; monitors, reviews, and oversees the consultant projects, activities, and performance; and
