ABOUT THE POSITION
The County of Riverside's Facilities Management Department has an opportunity for a Construction Inspector I/II located in Riverside.
The selected candidate will provide continuous on-site technical inspections of various County administered structures and remodeling projects during the construction, alterations, and repair phase. This includes coordinating with project managers, contractors, architects and engineers to ensure the construction, equipment installation, and repair complies with and adheres to quality control specifications, engineering designs, structural plans and all applicable State and local building codes and regulations. In addition, the candidate will sample construction materials for testing, write daily field reports summarizing construction activity, review and analyze cost estimates for proposed County projects, and make recommendations regarding scheduling of construction projects.
The Construction Inspector I is the entry level class in the Construction Inspector series within the Facilities Management Department. This class is a natural progression underfill for the class of Construction Inspector II. Incumbents are eligible to promote to Construction Inspector II after receiving a satisfactory performance evaluation and meeting the education and experience requirements. Failure to meet the requirements to promote will result in incumbents either being returned to their former county job classification or new hires being released prior to the end of their initial probationary period.
The Construction Inspector II is the full journey level class in the Construction Inspector series within the Design and Construction Division of the Facilities Management Department. This class reports to the Supervising Construction Inspector and receives technical and lead direction from a Senior Construction Inspector in assigned responsibility for ensuring that contracted construction, repairs, or alterations of County buildings and facilities adhere and comply to specifications, laws, and contract.
The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

EXAMPLES OF ESSENTIAL DUTIES
Construction Inspector I
Reads and studies project specifications, plans, and drawings to become familiar with projects prior to inspection.
Performs continuous and/or periodic on-site technical inspections of County building and/or remodeling projects during construction and provides liaison with project managers, architects, and/or engineers to insure that construction complies with and adheres to: plans, quality control specifications in which professional judgment is rendered for acceptability or rejection of installed materials and finishes, contract documents, and all applicable state and local building codes, ordinances, and regulations.

Analyzes and makes recommendations concerning adherence to contract and mandated quality control specifications and informs commissioned architects, engineers, and Facilities Project Managers of quality of workmanship and materials used and of any material or workmanship which does not meet specifications.
Coordinates timely review and liaison by and between contractors, architects, and engineers for the detecting and adjusting of discrepancies in the architectural, structural, mechanical, electrical, and other drawings and plans that affect the proper installation of equipment and facilities.
May be assigned to perform off-site inspections at manufacturer's plants.
Prepares and maintains job records, including quantities records, daily logs, change orders, and all records necessitated by law and prepares required reports.
Computes monthly estimates of work completed.
Recommends approval for payments. Establishes and maintains effective and cooperative working relationships with contractors and others.

Reviews and studies project specifications, plans, and drawings to become familiar with projects prior to inspection.
Provides plans examination and practices for less complex commercial, industrial buildings and grading plans to determine conformance to minimum codes, regulations, and ordinances.
Determines the classification and occupancy groups of structures; determines the type of construction allowable floor areas and height.
Performs both continuous and/or periodic on-site technical and quality control inspections of County building and/or remodeling projects during construction, including but not limited to reinforced concrete, masonry and structural steel construction, land grading, plumbing, electrical, painting, heating, and air-conditioning to insure that construction complies with plans, quality control specifications, contract documents, and all applicable state and local building codes, ordinances, and regulations.
Provides liaison with project managers architects, and/or engineers to insure that construction complies with and adheres to plans, quality control specifications in which professional judgment is rendered for acceptability or rejection of installed materials and finishes, contract documents, and all applicable state and local building codes, ordinances, and regulations.
Insures appropriate civil, architectural, structural, mechanical, and electrical changes, and that written approvals are secured; explains and clarifies project plans and specifications to contractors and others.

OPTION I
Three years of responsible technical or professional building construction experience on a variety of large structures or multi-story and/or multi-building complexes, such as medical facilities, detention centers, high-rise office buildings; two years of the required experience must have been in a lead or supervisory capacity over journey-level trades or professional staff working on large structures or multi-story and/or multi-building complexes described above.
Substitutions: Certification from the International Code Conference/ICC in building inspection or in a related specialization may be substituted for one year of the required professional or technical building construction experience.
Educational substitution: Completion of course work from an accredited college in structural engineering, architectural engineering, architecture, inspection and/or construction technology, or a related field, may be substituted for up to one year of the required major building construction experience on the basis of 30 semester/45 quarter units equaling one year of full-time experience.
OPTION II
Possession of a valid certificate of registration as an Architect issued by the California State Board of Architectural Examiners.

Most Competitive Candidates will possess:
Three years of experience as an Inspector working on various projects from commercial real estate to residential housing, which includes knowledge of building construction regulations and experience checking/verifying materials. Experience serving in a lead capacity and possession of Building Inspector Certification as well as two International Code Counsel (ICC) Structural Certifications, which includes an ICC Commercial Building Certification is preferable.
Knowledge of: The principles of inspection procedures and methods; principles of major building construction; State, local, and Riverside County codes, ordinances, and regulations applicable to the building construction trades; construction practices and safety hazard requirements; contracts and the legal relationships between owner, architects, consultants, contractors, and subcontractors; complex building regulatory functions.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
A new member is defined as any of the following:

DISABILITY:
Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for those unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave benefits. The wage replacement rate, as defined by current law, is between 60-70% of wages earned during the SDI eligibility period. Benefits can be coordinated with other available leave balances to provide up to 100% of regular pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.

OPTION I
Three years of responsible technical or professional building construction experience on a variety of large structures or multi-story and/or multi-building complexes, such as medical facilities, detention centers, high-rise office buildings; two years of the required experience must have been in a lead or supervisory capacity over journey-level trades or professional staff working on large structures or multi-story and/or multi-building complexes described above.
Substitutions: Certification from the International Code Conference/ICC in building inspection or in a related specialization may be substituted for one year of the required professional or technical building construction experience.
Educational substitution: Completion of course work from an accredited college in structural engineering, architectural engineering, architecture, inspection and/or construction technology, or a related field, may be substituted for up to one year of the required major building construction experience on the basis of 30 semester/45 quarter units equaling one year of full-time experience.
OPTION II
Possession of a valid certificate of registration as an Architect issued by the California State Board of Architectural Examiners.
OPTION III
Possession of a valid certificate of registration as a Civil or Structural Engineer issued by the California State Board of Registration for Professional Engineers. (Persons licensed, certified, or registered as an Architect or Civil/Structure Engineer in another state must obtain California registration within one year of hire.)
CERTIFICATES
A certificate from the International Conference of Building Officials (ICBO) or International Code Council (ICC) in building inspection must be obtained within one year of the date of employment OR approval by the Department of the State Architect as a General Construction Inspector.

Most Competitive Candidates will possess:
Three years of experience as an Inspector working on various projects from commercial real estate to residential housing, which includes knowledge of building construction regulations and experience checking/verifying materials. Experience serving in a lead capacity and possession of Building Inspector Certification as well as two International Code Counsel (ICC) Structural Certifications, which includes an ICC Commercial Building Certification is preferable.
Knowledge of: The principles of inspection procedures and methods; principles of major building construction; State, local, and Riverside County codes, ordinances, and regulations applicable to the building construction trades; construction practices and safety hazard requirements; contracts and the legal relationships between owner, architects, consultants, contractors, and subcontractors; complex building regulatory functions.
Ability to: Read and interpret complex building plans, codes, and specifications; detect and evaluate, by ongoing inspection, deviations from plans and specifications and inferior materials and workmanship and initiate measures to enforce corrections; maintain cooperative working relationships with architects, contractors, and workmen; prepare correspondence and present written and oral reports.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):

10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY:
Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for those unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave benefits. The wage replacement rate, as defined by current law, is between 60-70% of wages earned during the SDI eligibility period. Benefits can be coordinated with other available leave balances to provide up to 100% of regular pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
