Under administrative direction, to plan, organize, direct, and manage the operations, activities, projects, and financial elements of the General Services Management Department; and to do related work as required.

Distinguishing Characteristics

This is a top level management classification for the position which has responsibility for managing the operations, projects, and financial elements of the General Services Department. General services include, but are not limited to, solid waste disposal, transportation and flood control.

Reports To

Receives policy direction from the Board of Supervisors and administrative direction from the County Administrator.

Classifications Supervised

Solid Waste/Flood Control Supervisor and Fiscal/Clerical Support Staff.

Examples of Duties

Plans, organizes, directs, and manages the functions, activities, and projects of the assigned division of the General Services Department; prepares, reviews, and makes recommendations for the annual division budget; develops and implements financing programs and projects; assists with the development and implementation of General Services Department goals, objectives, and priorities; assists with the formulation of department procedures and policies; administers flood control operations at the Lake Siskiyou Box Canyon Project; prepares contracts, specifications, and addendums for special projects; develops and administers the countywide recycling program; develops and administers landfill and transfer station contracts; serves as a consultant for the Board of Supervisors, county management on solid waste and flood control issues and projects; makes presentations to the Board of Supervisors; serves as a liaison with other government agencies regarding County solid waste and flood control activities, projects, directs the construction and maintenance of solid waste and flood control facilities; makes public presentations and meets with community groups; supervises, trains, and evaluates the work of staff; maintains, updates, and revises plans; directs the development and develops required reports and records; maintains current awareness of legislation and issues which the functions and responsibilities of the assigned units.

Ability to:
  • Plan, organize, manage, and coordinate the functions of the Solid Waste Division of the General Services Department.
  • Provide supervision, training, and work evaluation for Division staff.
  • Develop and administer the Division budget.
  • Prepare and administer contracts.
  • Perform the complex studies and project development for solid waste management and flood control operations.
  • Read and interpret laws, ordinances, regulations, and guidelines related to solid waste and flood control operations and facility development.
  • Collect, compile, and analyze technical, statistical, and other information.
  • Perform special assignments as directed by the County Board of Supervisors.
  • Direct the preparation and prepare a reports.
  • Operate a computer and use appropriate software in the performance of solid waste management and flood control development and administration work.
  • Make effective oral and written presentations.
  • Effectively represent the General Services Department in responding to inquires, providing assistance, and dealing with public and community organization concerns about solid waste and flood control issues and projects.
  • Establish and maintain cooperative working relationships.


Typical Qualifications
Training and Experience:

Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way, but not required, to obtain the required knowledge and skills would be:

Five years of increasingly responsible work experience in public works infrastructure planning, design, and construction work, including at least two years in an administrative or supervisory position, or three years of experience in planning and management of solid waste operations and activities.

Education equivalent to graduation from an accredited college or university with major work in planning, civil engineering, public administration or another appropriate field.

TYPICAL PHYSICAL REQUIREMENTS

Sit for extended periods; frequently stand and walk; may occasionally walk on slippery and uneven surfaces; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 pounds; drive a motor vehicle over a variety of road conditions and in a wide variety of weather conditions; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.

TYPICAL WORKING CONDITIONS

Work is performed in an office environment; occasionally works outside; some exposure to grease, solvents, chemicals, and pesticides; continuous contact with other staff and the public.

THESE BENEFITS DO NOT APPLY TO EXTRA HELP EMPLOYEES

Holidays:
12 paid holidays (96 hours) per year, plus 3 floating holidays

Vacation:
2 weeks per year during the first five years of service; 3 weeks a year - 5- 10 years of service; 4 weeks a year - 10 plus years of service;. Note - accrued vacation leave may not be used until after six months of employment.

Administrative Leave:
80 hours administrative leave annually.

Sick Leave:
Sick leave shall accrue from the date of initial employment at the rate of 3.7 hours per pay period (which is equivalent to 96 hours per years) for regular full-time employees with no maximum accrual. Unused sick leave may be converted to PERS service credit upon retirement.

Health Plan:

Dental Plan:
See resolution for plan year.

Vision Plan:
The County will contribute 100% of the vision premium.

Life Insurance:
The County will provide employees with term life insurance in an amount equal to two times the gross annual salary.

Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
  • 2% at 55 years of age and single highest year calculation for final compensation (generally for employees hired prior to 11/02/12)
  • 2% at 60 years of age and highest three year average for final compensation (generally for employees hired between 11/02/12 - 12/31/12)
  • 2% at 62 years of age and highest three year average final compensation (generally for employees hired on or after 1/01/13)
Member contribution: Employee member contribution shall be 3.5% for classic members hired before November 2, 2012. For employees hired after November 2, 2012, who are not classified as new members will contribute 3.5%. For employees hired after December 31, 2012, the member contribution will will be one half of the total normal cost as determined annually by CalPERS. Employee contributions shall be on a pre-tax basis.

Deferred Compensation: The County will contribute $200.00 per pay period to the employee's designated deferred compensation plan.

Miscellaneous:
IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
