Job Summary

Directs department-wide operations in multiple complex functional or programmatic areas within the Innovative Justice and Program Analysis (IJPA) department. At the direction and discretion of the County Executive manages the various and designated operations, staff and functions through subordinate directors and managers. Provides executive-level leadership, oversight and direction in all planning, organizing, implementing and evaluating operations in accordance with state, federal and local laws, policies and procedures, and guidelines. Develops departmental strategic plans to accomplish goals and objectives and improve effectiveness and efficiency of services.

Distinguishing Characteristics

This is a job classification within the Management job family. Reports directly to the Innovative Justice and Program Analysis County Executive and functions as the second highest level of management within the department. Incumbents in this classification represent senior management within the department. This classification may require a flexible work schedule in order to meet the needs of the department.
Duties and Responsibilities

  • Directs senior directors and managers on matters of department structure and leadership. Plans and evaluates the work of senior level management, professional, technical and other support staff. Interprets policies for subordinates. Resolves conflicts and exercises broad coordination over activities. Reviews, evaluates and recommends improvements to department administrative and financial internal controls and systems and procedures.
  • Participates in an executive leadership capacity in organizational strategic planning. Assists the County Executive with overall departmental responsibilities and has delegated authority to make necessary departmental decisions in absence of County Executive.
  • Assists the County Executive with the planning, design, and implementation of county-wide programs and projects as directed by the Commissioners Court. Facilitates and participates in collaborative meetings including other elected and appointed officials and stakeholders as needed.
  • Develops and manages departmental programs, budgets and personnel. Oversees the development of the department budget, including forecasting, departmental budget reviews and recommendations to the County Executive. Supports the County Executive in presentation of budget to the Planning and Budget Office and Commissioners Court. Reviews and approves department operating expenditures. Assists Executive Management Team in implementing fiscal transactions and decisions. Plans future budgetary requirements.
  • Directs, develops and monitors compliance with departmental policies and operating procedures. Implements, communicates, and effectively administers departmental policies and procedures. Coordinates with other departments, agencies and organizations to accomplish desired goals and objectives. Communicates with County Executive and Commissioners Court. Plans, develops and directs a comprehensive long-term strategic plan for automated systems needs for the department, including centralized computer applications, personal computers and telecommunications functions. Oversees automated systems within the department, including prioritizing requests for applications development or enhancements, hardware and software standards and equipment acquisition and replacement. Coordinates technical staff placed within the department. Positions the department to effectively respond to the changing technological environment.
  • Represents the department when assigned at business meetings, legislative sessions, conferences, seminars, boards, panels and committees.
  • Performs other job-related duties as assigned.
  • Planning and evaluation of programs designed to provide resources and services to community members involved in, or impacted by the criminal legal system.
  • Planning, implementation, and performance evaluation of programs established and managed by Travis County, or that are funded by Travis County, that impact the criminal legal system as it intersects with the mental and behavioral health needs of Travis County residents, including programs and services that divert or deflect residents from ever being involved in the criminal legal system by providing mental and behavioral health services in the community.
  • Planning and evaluation of reentry services and workforce development programs for persons previously incarcerated.
  • Assessments, programs, and case management for pretrial defendants through the Counseling and Education Services Department.
  • Community engagement and outreach to ensure public awareness of, engagement in, and efficacy of the services and programs available to residents.


Minimum Requirements

Education and Experience:
Bachelor's degree in a field directly related to one or more of the functional areas within the Innovative Justice and Program Analysis Department;

AND

Five (5) years of professional management and leadership experience, at least three (3) of which were in a functional area of the Innovative Justice and Program Analysis Department; at the executive level of state and local government, or public sector management/administration;
Four (4) years senior administrative level experience and supervision of managerial and professional work activities with responsibility for developing, implementing, and managing goals and objectives with significant organizational impact.

Licenses, Registrations, Certifications or Special Requirements:
Valid Texas Driver's License.

Preferred:
Juris Doctorate or Master's degree in criminal justice/criminology, public administration, or other field directly related to one or more functional areas within Innovative Justice and Program Analysis.
Five (5) years or more experience working in the criminal legal system in Texas.

Demonstrated Knowledge of:
  • Evidence based justice system programs, policies, and procedures.

  • Theory, principles, policies, practices and techniques relating to public administration at the management level including budgeting from various funding sources, complex contract negotiations, administration, planning, communication and presentations, research and systems.
  • Federal, State, Local and County applicable laws, codes, rules, regulations and guidelines.
  • Business letter writing, grammar and punctuation, and report preparation.

  • Establish and maintain effective working relationships with County Executives, Commissioners Court and staff, Elected and Appointed Officials, Attorneys, Judges, other Department Heads, media, representatives of multiple outside agencies, other County employees and officials, and the general public.
  • Negotiate conflict and create collaborative solutions.
  • Negotiate complex contracts with public and private sector partners to utilize, share and/or leverage resources.
  • Develop and evaluate legislative initiatives to improve the effectiveness and efficiency of business operations and/or enhance regulatory powers for the good of County residents.


Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 25 pounds occasionally, visual acuity, listening, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, carrying, extreme ambient temperatures, stress, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, driving, client/customer contact, balancing, occasional indoor/outdoor activities to perform the essential functions.
Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.

Holidays
An average of eleven paid holidays are designated by the Travis County Commissioners Court at the beginning of each fiscal year.

Insurance
Employees may select from four plans: an Exclusive Physician Organization (EPO), Choice Plus Preferred Physician Organization (PPO), Consumer Choice or a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA). All four options include a Pharmacy Plan. Travis County's current policy is to pay 100% of the employee's health insurance premium for the Consumer Choice and HDHP. Employees will pay a premium for both the EPO and PPO. Other insurance benefits include $50,000 Basic Life and AD&D paid by the County.

Longevity
Longevity pay is paid for each year completed after three years of continuous service. Peace Officers in a law enforcement activity, whose job requires state peace officer certification, receive pay after one year of certification.

On the regular payday on or after the employee's fourth and subsequent adjusted service dates, he or she receives a single payment for the previous year.

Parking
A limited number of assigned parking spaces are available to employees in the Courthouse Complex.

Personal Holidays
Regular, full-time employees are eligible for up to three paid personal holidays each calendar year. Part-time employees shall be granted personal holidays on a prorated basis. New employees earn personal holidays for the calendar year in which he/she begins employment, based on the month in which employment begins:

January - March

3 personal holidays
April - June

2 personal holidays

July - September

1 personal holiday
October - December

None

New employees are eligible to take personal holidays after 90 days of employment.
Retirement
Travis County is a member of the Texas County & District Retirement System with mandatory participation by certain classes of employees. Seven percent (7%) of the gross salary is deducted each pay period. An employee is fully vested after eight years of service. Benefits are prorated for part-time employees.

Sick Leave
Regular employees earn sick leave at a rate of eight hours per month with unlimited accrual during employment. Part-time employees earn sick leave on a pro-rated basis.

Parental Leave
Each Full-time Paid Parental Leave Eligible (PPL) Employee is entitled to a total of 320 hours of Paid Parental Leave in a 12 month period. Paid Parental Leave for Part-time PPL Eligible Employees is prorated based on the number of hours that they are regularly scheduled to work.

Tuition Refund
Certain classes of full-time employees may receive reimbursement for fees associated with pre-approved, job related course work completed satisfactorily.

Vacation
Based on years of county service, regular, full-time employees earn vacation time at the following rates:

0 to 5 years

4.0 hours per pay period

6 to 10 years

4.5 hours per pay period

11 to 15 years

5.0 hours per pay period

16 to 20 years

5.5 hours per pay period

21 plus years

6.0 hours per pay period

Part-time employees earn vacation leave on a pro-rated basis.
Workers' Compensation
The county provides all employees workers' compensation coverage with benefits in accordance with state statute, if the employee sustains an injury out of, or in the course of work.
