Description
The Superior Court of California, County of San Mateo is seeking qualified candidates for the position of Assistant Court Services Supervisor.

The Assistant Court Services Supervisor will:
  • Assist with the supervising and training of support staff in a major division or function of the Superior Court.
  • Implement and interpret policies and procedures.
  • Provide assistance on difficult, technical and specialized matters.
  • Assist the supervisor with personnel matters including but not limited to timekeeping, evaluations and disciplinary actions.
  • Temporarily act as the supervisor in the supervisor's absence.
  • Perform other related tasks as required.

DISTINGUISHING CHARACTERISTICS
This classification is intended to be a training position for those interested in becoming supervisors in the future but is not part of an automatic progression from the Deputy Court Clerk or Courtroom Clerk series. It is distinguished from Court Supervisor in that it does not have final authority in personnel matters.
Examples Of Duties

Duties may include, but are not limited to, the following:
  • Assist in the supervision, direction and review of the staff and functions of a major work unit or combination of small to mid-sized units of the Court.
  • Organize and coordinate division/unit functions, often reprioritizing multiple times in one day based on business needs.
  • Serve as a resource for staff on technical procedures as well as administrative and personnel policies and procedures.
  • Troubleshoot and assist staff with difficult transactions.
  • Monitor and modify workload distribution as needed.
  • Assist with the selection and training of staff assigned to the division.
  • Provide input to the supervisor for evaluations and disciplinary actions; participate in the process with the supervisor and employee.
  • Determine work schedules, authorize timesheets for payment.
  • Provide technical assistance to staff; review reports, forms, complaints, cases and other documents to ensure completeness and accuracy; correct discrepancies.
  • Answer inquiries, provide information and resolve complaints from the public regarding court activities; assist the public, attorneys, plaintiffs and defendants in explaining legal procedures and functions of the Court.
  • Perform complex, technical, difficult and/or specialized office and/or courtroom support work.
  • Assist with the development, recommendation and implementation of improved operating procedures, forms and work processes.
  • Research and compile operational and statistical data and information from varied sources; maintain records and prepare periodic reports.
  • Participate on and/or lead special project teams related to assignment and /or across divisions.
  • Perform other related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is at least two years of increasing responsible experience performing a variety of legal office support duties; preferred experience of one year in a lead or senior position in the court. Graduation from High School or completion of GED program; some higher education preferred.

Knowledge of:
  • Legal terminology related to divisional assignment.
  • Principles of organization for own work as well as work of the entire work unit.
  • Principles of effective training including some knowledge of different adult learning styles.
  • Organization, operations and procedures of the San Mateo Superior Court.
  • Court procedures, codes, processes and terminology as related to assignment.
  • Principles and practices of office administration.
  • Standard business correspondence.
  • Correct English usage, including grammar, spelling and punctuation.
  • Business arithmetic.
  • Computer systems and application in a business setting.

Skill/Ability to:
  • Organize, prioritize and coordinate functions and activities specific to the assignment.
  • Act quickly to reprioritize division/unit work or functions multiple times in one day based on the business needs.
  • Learn and apply the principles of supervision.
  • Exercise leadership skills in support of the Court's mission and goals.
  • Interpret and apply rules, policies and procedures.
  • Develop and implement appropriate support procedures and systems.
  • Analyze and resolve varied office administrative and interactive problems related to legal or procedural issues.
  • Effectively train staff on policies, procedures and court processes.
  • Deal effectively with the public, justice partners and others in difficult situations always maintaining a positive public image.
  • Establish and maintain effective relationships with those contacted in the course of work.
  • Operate standard office equipment, including a computer, copier, fax machine, typewriter, calculator, telephone and cash register.
  • Understand and use computer systems and programs as appropriate for assignment.
  • Communicate effectively both orally and in writing.

Physical Demands:
  • Work at a computer station for extended periods of time.
  • Sit or stand often for long periods of time.
  • Stoop and reach above shoulder level.
  • Bend, lift, and carry items weighing up to 25 pounds.
  • Work in a fast-paced environment.
  • Normal manual dexterity and eye-hand coordination.

  • Use of office equipment, including computer, telephone, calculator, copiers, scanner, and fax.

Working Conditions:
The work environment is generally clean inside buildings with limited exposure to dust, fumes, odors, and noise. A video display terminal is used on a daily basis. Incumbent will be working under sometimes difficult and stressful conditions, with frequent deadlines and expectation to produce high-quality work under time constraints. Periodic, regular, and/or occasional contact with employees in other court divisions, government agencies, the public and/or vendors that requires the ability to converse and respond appropriately to inquiries and requests. The ability to work independently as well as closely with others is required.

The examination process will consist of an application screening (pass/fail) based on the candidate's application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or further evaluation of work experience may be conducted to group applicants by level of qualification. Applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in County of San Mateo, California, and applicants must participate at their own expense.
