Job Summary
Under the general supervision of the Finance Director and/or Controller, this position performs advanced accounting tasks, including but not limited grant administration with timely reconciliation and reporting; reconciliation of capital improvement projects, bank accounts, and budget entries; preparation of journal entries; and maintenance of general ledger accounts.

Job Summary

- Reconciles daily banking activities, including, compiling them into a monthly folder, recording direct deposits into the central treasury, recording merchant account transactions, and reconciling accounts payable and payroll checks cleared through the bank.
- Performs monthly bank reconciliations to ensure accuracy and alignment with the general ledger.
- Reconciles and records credit card fees.
- Records Water and Sewer inventory entries.
- Completes and documents journal entries, budget entries, and year-end adjustments.
- Compiles documentation for grant reconciliations.
- Pays recurring obligations, such as interdepartmental utility bills, etc.
- Maintains detailed and organized grant files, documenting funding sources, authorizations, and expenses.
- Monitors grant compliance across departments, ensuring adherence to funding stipulations and regulations.
- Assists departments with grant-related activities, including identifying opportunities, applying for funding, and managing grants.
- Completes annual Census Surveys.
- Supports audit preparations by preparing schedules and entries as needed.
- Monitors and manages Capital Improvement Project budgets to ensure compliance with approved budgets, reconciles project-costing sub-ledgers with the general ledger, and identifies discrepancies.
- Prepares and submits required state and federal reports, such as the Revenue and Municipal Assistance Application.
- Generates monthly financial and reconciliation reports for review and distribution to departments.
- Prepares and inputs journal entries, ensuring system integration and proper documentation.
- Provides support to Finance Clerks for reconciling sub-ledgers with the general ledger and offers training and guidance as needed.
- Investigates and resolves discrepancies in general ledger accounts during reconciliations.
- Performs other duties as assigned.

Knowledge of:
- Federal and State statutes and Uniform guidance regarding grant administration.
- Modern governmental accounting theory, principles, and practices.
- Principles, theories and concepts of accounting including Governmental Accounting Standards Board (GASB) for all fund types.
- The City's and Department's operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations.
- Operation of standard office equipment and software consistent with this position.

- Health insurance is provided through Blue Cross Blue Shield. The City covers 100% of the monthly premiums for employees and dependents. This plan includes medical, dental, vision, prescription drugs, disability benefits, and more for the employee and eligible dependents. Coverage begins on the first of the month following 30 days' continuous employment. Deductible for individual/family is $300/$600 and Out of Pocket maximum is $2300/$4600. - 24/7 Telemedicine via SwiftMD. These visits are covered in full and are not subject to the annual deductible or coinsurance provisions of the plan.
- Full time employees receive 11 paid holidays: New Years Day, President's Day, Seward's Day, Memorial Day, Independence Day, Labor Day, Alaska Day, Veteran's Day, Thanksgiving and the day after, and Christmas Day.
- Employees with 0-3 years of service with the City of Wasilla will accrue 144 hours/year (12 hours/month) of paid time off. After 3 years, they will qualify for 16 hours/month, and after 8 years of service, employees qualify for 20 hours of PTO per month. PTO may be cashed out twice per year.
- Retirement is provided through the State of Alaska PERS (Public Employee's Retirement System). Participation in PERS is mandatory and the current contribution rate is 8% of gross wages. The City of Wasilla matches 5% of employee contributions for Tier IV employees. Employees will become fully vested after 5 years of PERS employment.
- State of Alaska Supplemental Benefit System (SBS) annuity plan is provided in lieu of Federal Social Security (deductions for Medicare will still be required). Participation in this program is mandatory. The current employee contribution is 6.13% of gross wages and is matched by the City. - Life insurance is offered and 100% paid for employees and dependents through Symetra Life Insurance Company. Employees receive a $50,000 policy and each eligible dependent receives a $2,000 policy. Coverage begins on 1st of the month following 30 days continuous employment. This is a portable policy, and employees can take over the premium payments upon separation if they choose to keep the policy.
