The Technical Project Manager Level 3/4 will work with the test team, resource managers, and the facility team to plan and execute the hardware tests that run 24/7 for 1 to 3 months two times per year. The job includes cost account management and continuous improvement work. This position requires multi-discipline knowledge in areas related to engineering including integration and test, data acquisition, systems design, hardware, and systems engineering. Salary Range: $110,300.00 - $165,500.00Salary Range 2: $137,400.00 - $206,000.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Manage the day-to-day test execution as the Test Director (Chief Test Engineer) for factory acceptance test including ensure the second shift and weekend teams have adequate direction.
- Direct issue resolution for test hardware failures and anomalies.
- Develop and maintain project execution schedules including engineering staffing demands.
- Cost Account Manager (CAM) for engineering test activities.
- Collecting and managing engineering metrics related to test execution.
- Support the development of proposals.
- Support and lead continuous improvement efforts.
- Technical Scope Management - Ensure system technical compliance with the program Statement of Work and system requirements.

Basic Qualifications for Level 3:
- Bachelor's Degree in a STEM (Science, Technology, Engineering or Math) discipline with 5 years relevant experience; or Master's Degree in a STEM (Science, Technology, Engineering or Math) discipline with 3 years of relevant work experience; or a PhD in a STEM (Science, Technology, Engineering or Math) discipline with 0 years relevant experience.
- 4 years' experience as a technical project lead (e.g. IPT lead, functional lead, or equivalent).
- Experience summarizing and communicating status reports to technical leadership at a level higher than immediate management.
- Understanding of Engineering processes with execution experience.
- US Citizenship required.
- Ability to obtain and maintain a Secret Clearance.
Basic Qualifications for Level 4:
- Bachelor's Degree in a STEM (Science, Technology, Engineering or Math) discipline with 8 years relevant experience; or Master's Degree in a STEM (Science, Technology, Engineering or Math) discipline with 6 years of relevant work experience; or a PhD in a STEM (Science, Technology, Engineering or Math) discipline with 3 years relevant experience.
- 4 years' experience as a technical project lead (e.g. IPT lead, functional lead, or equivalent).
- Experience summarizing and communicating status reports to technical leadership at a level higher than immediate management.
- Understanding of Engineering processes with execution experience.
- US Citizenship required.
- Ability to obtain and maintain a Secret Clearance.
Preferred Qualifications:
- Active DOD Secret clearance.
- Experience on Navy programs.
- Experience with proposals and Earned Value Management (EVM).
- Knowledge of Systems Engineering processes, procedures and work instructions required to support both management and engineering tasks.
