JOB SUMMARY:
Executive Leader responsible for patient care delivery, nursing, and nurse practice throughout the facility. Provides vision and sets direction for quality evidence-based patient-centered care. Fosters a decentralized participative management style for nursing based on a shared governance approach. Encourages innovative leadership at the department level promoting nurse's decision-making control over nurse practice. Builds collaborative nurse-physician partnerships to provide safe, effective, and efficient patient care while ensuring nurses feel empowered to serve as patient advocates. Provides nursing personnel with leadership and direction in patient care services. Accountable for dealing with many different publics, both internally and externally, monitoring and improving quality of patient care consistent with DNV, responds to patients' and families' concerns and issues raised by physicians. Evaluates the effectiveness of nursing care and staff development.
Serves as a member of the hospital's Senior Leadership Team consulting with and advising the Chief Executive Officer (CEO), Chief Administrative/Financial Officer (CAO), and the Chief Operating Officer (COO) on issues relating to the operation of the hospital. Recommends changes in resource-allocation, policy, facilities, equipment, and programs in order to achieve the hospital's objectives.

- Consistently supports and communicates the Mission, Vision and Values of St. Joseph's Medical Center.
- Follows the St. Joseph's Medical Center Guidelines related to the Health Insurance Portability and Accountability Act (HIPAA), designed to prevent or detect unauthorized disclosure of Protected Health Information (PHI).
- Promotes a culture of safety for patients and employees through proper identification, proper reporting, documentation and prevention of medical errors in a non-punitive environment.

PRINCIPAL DUTIES AND RESPONSIBILITIES
A) Clinical
- Is the recognized leader and authority over those individuals associated with providing nursing care, treatment, and services.
- Works collaboratively with other hospital executives, physicians and directors to establish and maintain a safe, suitable, caring environment for effective and efficient nursing practice and patient care services.
- Coordinates and develops before approving and subsequently implementing policies, standards, and programs that support the clinical practice of nursing and that support the effectiveness of nursing care delivery to all patients and patient populations served by the hospital.
- Ensures all nursing policies, procedures, and standards are defined, documented, and accessible to the nursing staff in written or electronic form.
- Develops and implements a plan for providing nursing care to patients requiring nursing care, treatment, and services ensuring that the nursing care delivery system considers factors such as patient mix, community needs, knowledge and skills of nursing staff, availability of resources, and established health care outcomes.
- Builds effective partnerships with physicians and collaborates with the medical staff in the delivery of healthcare services and the development of mutually agreed upon clinical care programs.
- Defines and interprets nursing practices and the nursing care needs of patients.
- Works to establish effective collaborative interdisciplinary and intradepartmental teams throughout the facility to establish a climate of exceptional clinical care, patient safety, immediate response to adverse events, fiscally responsible care, appropriate admission and discharge transitions, culturally sensitive interactions, and promotion of health.
B) Operations
- Participates in leading, initiating, coordinating, and supporting organizational mechanisms and systems that ensure the provision of safe, effective, coordinated patient care.
- Designs an organizational structure with compatible policies and programs that reflect utilization of available resources and responsiveness to the personal and professional development of staff and the ability to respond to healthcare changes.
- Provides mechanisms for staff participation including direct care nurses and nurses working in non-nursing service areas in the development, implementation and evaluation of nursing policies and programs.
- Participates in developing, implementing and evaluating the facility's mission, goals, and objectives.
- Leads the development of a nursing mission, vision, priorities, and annual goals/objectives that are consistent with those of the hospital.
- Participates in the strategic planning process of the hospital.
- Participates in the capital planning process, including evaluating potential capital investments from clinical, technological, financial, and operational perspectives.
- With the Administrative team establishes the operating budget for the nursing division, including staffing plans, ensuring compliance with mandated staffing regulations. Monitor and control performance against budget.
- Ensures that the organization has a strategy for the development and implementation of educational programs.
- Participates in the hospital and community groups that plan and develop health programs, which meet the needs of the organization, and the communities they serve.
- Ensures timely and appropriate response to customers' concerns and/or operational problems.
- Enhances the clinical practice of staff members by working in conjunction with the Education department in the development and coordination of nursing education.
- Work with community nursing programs to provide clinical experience to nursing students and to foster future nursing staff for the medical center.
- Provide active consultation to Human Resources in areas of nurse recruitment and compensation, benefits, and focuses on retention of nursing staff.
- Represent nursing and patient care issues as an active participant in various Board, Medical Staff, Hospital and community committees and meetings.
- Act as a resource for information systems in the selection, implementation, integration and maintenance of patient care related computer systems.
- Review all regulatory requirements to ensure compliance.
- Attend promptly to the administrative details of the position, including the signing of documents, preparation of reports, completion of performance appraisals, and other Employee-related actions.
- Establish policies and procedures for the delivery of patient care services, according to current medical and nursing technology, industry standards, and sound, ethical judgments.
- Coordinate policies with medical staff and/or governing board as needed.
- Make final hiring and firing decisions of personnel within immediate scope of operations coordinating information with upper management and Human Resources as defined in the standard operating procedures.
- Approve expenditures to the level established by upper management.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
Work Experience:
- At least five years of progressively responsible experience in nursing management, with experience in a leadership role in management or administration.
- Special skills which are required include business acumen, strategic planning, human resources management, financial management, information systems knowledge, organizational assessment and highly developed leadership and interpersonal skills.
License/Registration/Certification:
- Actively licensed as a Registered Nurse by Texas State Board of Nursing to engage in professional nursing.
Education & Training:
- B.S. Degree in Nursing or equivalent; master's degree preferred.
Skills:
- Technical, critical thinking, and interpersonal skills relevant to area in order to effectively communicate with physicians, health team members, patients and families.
- Ability to prioritize work with minimal supervision, in order to independently carry out the duties of the position.
