Salary Range: $115,294 to $125,860

Compensation may increase with additional degrees, licensure, certifications or more than 15 years of experience in a commensurate position.

GENERAL DESCRIPTION

Performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and creating, reviewing and approving budgets. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

All work is executed with a high level of accuracy and timeliness utilizing efficient and standard organization tools and strategies. Continual communication and collaboration with organization leadership is expected along with complete and accurate and current financial reports and comprehensive monitoring of revenues and expenses. Understanding of governmental accounting is crucial to executing the complex financial management and reporting requirements of state and federal funds. Monthly reporting and presentations to the Board of Trustees is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Responsible for the oversight and or completion of all functions assigned to the business office ensuring that they are compliant in practice, timely in completion and submission, reflect best practices in line with industry standards, and support the Center's goals and objectives. These functions minimally include payroll, banking, investments, audits, reporting, asset management, accounts payable, procurement and insurance and liability coverages.Ability to think strategically and align financial strategies with organizational goals to include identify trends and making informed decisions to guide the Center's financial future.
  • Responsible for all financial audits, to include the Center's annual independent audit and the financial component of quality management and program audits.
  • Oversees the development of the Center's annual budget by utilizing: collaborative problem solving with program directors, effective and reliable methods of cost and revenue projecting, strategies that meet the Center's budget goals and meets the requirements of the Center's funding sources.
  • Strategically partners with program directors to provide guidance and input on the Center's day to day expenses and revenues, identifying and reporting on variances, managing emerging risk and communicating routinely on budget trends.
  • Serves as the Center's Investment Officer and maintains required training for this role.
  • Prepares and presents financial reports as required or requested to the Board of Trustees and Center leadership.
  • Work reflects a comprehensive understanding of the state contracts funding and reporting requirements and GAPP.
  • Demonstrates competency with and utilizes the Center's financial software systems in the most efficient and effective manner, implementing best practices in all business office functions with regard to technology and efficiencies.
  • Lead and mentor the Business Office team, promoting a culture of accountability, collaboration, and high performance.
  • Participates in the Center's strategic planning initiatives by providing relevant financial information, risk assessment, creative problem solving and an understanding of the Center's opportunities and challenges at the local, state and national level.
  • Continually assess the workloads, talents and abilities, performance and growth potential of the business office staff. Provides training, coaching, task reallocation and supervision to maximize the performance of the business office staff.
  • Serves on the Center's executive leadership team actively participating in the decisions and problem-solving efforts required to help the Center meet challenges, contract requirements and goals and objectives.
  • Serves as the Center's representative at local and state meetings as requested or assigned to include the CFO consortia.
  • Demonstrates high ethical standards, trustworthiness, and personal integrity. Regular attendance, dependability, and promptness are required for the 8-5 workday or agreed upon.
  • Professional Development - Successfully complete training required to maintain skill competency and cross training to ensure consistency across program procedures. Complete continuing education as required by professional standards and the Center. Work behavior must be compatible with Center value statement and Policies and Procedures Manual contributing to an environment of problem solving, building trust, conflict resolution, and customer service.
GENERAL QUALIFICATIONS

Experience/Education/Licensing/Certification
  • Bachelor's Degree in Business Administration, finance or accounting from an accredited college or university. MBA or an advanced degree is preferred.
  • Minimum of six years of public administration/accounting experience, preferably with a Community MH-IDD Center or governmental entity is preferred. Two years is required.
  • Minimum of three years of supervisory experience.

  • Proficiently utilize technology, fiscal management platforms and state reporting systems.
  • Knowledge of fiscal planning management practices to include developing, implementing, and monitoring budgets; knowledge of public investment laws and practices; knowledge of sound public accounting principles; knowledge of legislative budget processes and of funding Community Centers; and knowledge of auditing and investigative methods, practices, and procedure.
  • Ability to engage in critical thinking processes to reduce risk, assist in strategic planning, and support opportunities for growth. Ability to actively problem solve, collaborate with internal and external stakeholders and to establish and maintain positive, productive interpersonal relationships.

  • Must have and maintain a valid drivers' license with an acceptable driving record.
  • Regular attendance and reliability are critical to business operations.

PHYSICAL REQUIREMENTS

This job operates in an office setting with moderate noise. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
