Brief Job Description:

CPS Service Support Administrator

The position supervises a program that consist of a 1 Program Direcotr for LPS, 2 Kinship Supervisors, 2 FGDM Supervisors, and and Program Administrative Assistante. This team is responsible for providing child protective services within the Substituted Care Division of DPFS. The position interacts routinely with Texas Department of Family and Protective Services staff, clients, contract providers, civil and criminal court personnel along with community representatives and other partner agencies. Assigned to Children Without Placement duties as required.

Essential Job Functions (EJFs):
Plans and manages unit operations to achieve program and regional objectives for service delivery by monitoring caseloads and budgets, consulting with staff on case related issues, approving leave, and holding individual conferences and unit meetings. Manages and develops staff through unit in-service training, field visits with staff, review of performance data, individual conferences, agency sponsored training, and performance appraisal. Interprets program policy and procedures to unit staff, other Department of Family and Protective Services staff, and the public. Evaluates unit performance through case readings, computer reports, and observation of unit operations to ensure compliance with policy, procedures, and service control requirements. Develops and maintains effective working relationships between Child Protective Services staff, Child Welfare boards, the general public, legal, medical, educational, and other community resources. Performs other duties as assigned and required to maintain unit operations. Promotes, monitors, and ensures that respect is demonstrated for cultural diversity. Attends work regularly in accordance with agency leave policy.
Requirements include monitoring, coordinating and providing oversight of children without placement.

The role of a SPA Manager is a fast-paced, high energy position requiring daily assessment and decision-making of child safety issues, and permanency. One must possess the initiative to independently organize and manage numerous tasks associated with the position. This management position will interact routinely with Texas Department of Family and Protective Services staff, parents, children, youth, caregivers, contract providers, civil and criminal court personnel along with community representatives, and other partner agencies.

This position works under the direct supervision of the Child Protective Services (CPS) Regional Director and performs advanced and complex (senior-level) consultative services while managing the regional program activities related to Kinship, LPS, and FGDM. This position is significantly involved in work that directly impacts all areas within the CPS program including staff development and training and is routinely involved in decision making involving program directors, supervisors and front line staff. The position develops, manages, and evaluates program services, guidelines, procedures, policies, activities and budgets related to the programs associated with this position. This position consults with regional management, caseworkers, field staff, policy staff, and external public and private stakeholders in providing guidance as well as subject matter expertise related to case management, decision-making processes and outcomes and must be available beyond the work week. The position works with communities, elected officials, administrative staff in other agencies providing services to abused and neglected children and their families, judicial, legal, and law enforcement personnel, medical and treatment professionals, educational systems, fiscal, human resources, business management, internal audit and governmental relations staff.

The position interacts routinely with Texas Department of Family and Protective Services (DFPS) staff including Regional Directors, Program Administrators, Program Directors, CPS State Office, CPI/CPS Division Staff, field staff and regional and local child protective services boards.
