Duties

Summary

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Responsibilities

Thisposition is located in the Training Services Bureau (TSB), Office of theAssistant Chief of Police for Standards and Training Operations, United StatesCapitol Police (USCP). Serves as the training administrator for the TSBtraining management system.

Duties andresponsibilities include, but are not limited to, the following:

Worksclosely with the Office of Information Services to implement controls and toensure that training coordinators throughout the USCP are fully trained andutilizing the appropriate actions to capture all Department training within thedata management system. Takes the lead on discussions involving trainingsystems issues and concerns, and strategizes on optimizing various modules andfunctionality.

Trains swornand civilian employees and newly assigned organizational trainingadministrators and coordinators. Manages and controls user access and userlists as positions and assignments change. Troubleshoots problems that areelevated from element training coordinators and as they occur to providelong-term viable solutions to ensure the system is running efficiently andeffectively.

Assists withrating test databases, new functions, overall processes, updating scores, andcompletion of reporting dashboards. Serves as primary contact for the FederalLaw Enforcement Training Centers (FLETC) scheduling system, to includeregistering students for training, preparing and updating waiting lists,processing training requests, loading training schedules, and tracking allrequired documents and approvals for students assigned to attend trainingofferings.

Providesdirect administrative and technical supervision necessary for accomplishing thework. Establishes guidelines and performance expectations; reviews employeereports, recommendations, and work process; and provides work performancetechniques. Develops work improvement plans, recommending personnel actions asnecessary.

Travel required: 2 Occasional Travel, Travel to other Federal Law Enforcement Training Centers (FLETC), training centers, and training facilities.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

Alleligibility requirements must be met by the closing date of the vacancyannouncement. For the CP-9 level you must have one year (52 weeks) ofspecialized experience equivalent to at least the CP-8/GS-10 level that is inor directly related to the line of work of the position to be filled and that hasequipped you with the particular knowledge, skills, and abilities tosuccessfully perform the duties of the position.

Specializedexperience is defined as experience that includes: 1) applying analyticaltechniques in resolving issues and problems for system users, trainingcoordinators, and management officials related to the training database; 2)conducting detailed records reviews and adapting search procedures in order topresent information, and finding solutions to complex problems related totraining program information; 3) applying data management concepts, principles,and practices; and 4) knowledge of laws related to privacy and major issues,program goals and objectives, work processes, and administrative operations oftraining services,

Educationmay be substituted for experience. For the CP-9 level: Candidate may possess a Ph.D. orequivalent doctoral degree or 3 full years of progressively higher-levelgraduate education leading to such a degree or LL.M., if related.

However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
